Any child under the age of majority traveling without one or both parents must have the notarized consent of the parent or parents who are not with the child to cross international borders. This form should be kept with the passport.  If the parents are divorced or there is a custody order or agreement, that should also be kept with the documents (Hague Convention on International Child Abduction issues are then resolved).
