  Betty Infilise moved that at the fall meeting of the delegated Coaches Reps, these people qualify examiners for badge 1 and 2, with the responsibility to qualify additional examiners in their province.

  Ron Kopas moved that if provinces wish to select additional certified coaches to attend the National Coaching Conference to participate in the badge program adjudication sessions, these coaches may then conduct the yellow and orange badge examinations.

  Sandra Watt moved that adjudicators be paid a fee, the amount to be established at the fall conference after consultation within provinces and that method of raising funds be a provincial matter.

Sandra Watt moved that the additional adjudicators be certified to evaluate the Badge Program candidates. The method of certification to be as follows:

(a) Provincial technical chairperson, in conjunction with certified Level A course conductors will invite applications from interested persons who have successfully completed Level A coaching program.

(b) A workshop will be held to review the Badge Program video and the printed course outline.

(c) Decisions regarding individuals to be certified with be made by the Technical Chairperson in conjunction with course conductors. In the case of provinces who have not yet offered Level A Coaching, the procedure will be as follows for 1 year and reviewed in July 86:

(i) The provincial technical chairpersons will write applications
(ii) from interested parties who are members of the prov. assoc. This will include a resume of qualifications.
(iii) The decision will be made by the National Badge Officer and the provincial technical chairperson.

(d) The names of certified adjudicators will be submitted by technical chairpersons to Sylvia Kernohan.

(e) Every effort will be made to maintain the high quality of adjudication.

  1. That adjudicators for yellow/orange level badges be registered CBTF Coaches.

Sharon Donald moved that the wording of Motion #43 of the 1994 Winter Technical Meeting be revised to the following:

That Badge exam score sheets be one (1) copy which is given to the coach/athlete after a badge test. The athlete will now see the numeric mark. The Master Schedule will continue to be in triplicate and distributed as follows:

Original - Adjudicator
2nd copy - provincial badge officer
3rd copy - national badge officer

Each province will be responsible for copying their own badge exam score sheets. CBTF will continue to provide triplicate NCR Master Schedules.

A grading fee of $5.00 be paid per CBTF Badge Adjudicator's exam. Results of exam(s) are to be released from CBTF Badge Officer, or designate, within thirty (30) days from date of examination or date received by CBTF Badge Officer.

That, if a CBTF Badge Adjudicator tests a badge level that he/she is not certified to test, a $100.00 fine will be charged by the CBTF Badge Officer to this individual. The Adjudicator in question must forward a cheque, payable to CBTF, to the CBTF Badge Officer. Until the fine is paid in full, the Badge Adjudicator will not be allowed to adjudicate badges. Future CBTF membership recognition would be revoked until payment is received in full.

That Provincial Badge Officer must be notified of a pending badge test in order to:

(b) confirm that the Badge Adjudicator is a currently registered CBTF member; and
(c) release badge test forms (ie: copying of forms by the coaches is NOT allowed). Only provincial badge officer, or designate, is to supply forms.

1996 FTM PROPOSAL #40 (Ratified - 96 FBM - Motion #13)
  Nancy Beachin proposed that the Silver Pin be adjudicated in the same manner as all other Badges. The actual element is scored out of 5 points. Total = 50 points (.5 would be taken off for each infraction) and then the Presentation would be out of 50 points. The grade system (A, B, C will continue to be the same).

Nancy Beachin proposed that the fee for a badge be raised to $5.00 for badges and $6.00 for pins (adjudicator's fee not included in the fee).

  Stephanie Infurnari moved that CBTF pay airfare for the CBTF Badge Officer and Badge Representatives from each province to attend a Badge Program Conference. The provincial representative should be both a badge adjudicator and course conductor if possible. Location and dates will depend on airfare costs. If necessary all of the CBTF Badge Officers expenses will be paid for.

Kristine Kernohan proposed that the Skills Development Program revision as presented at the 99 FTM be accepted, in principle, effective immediately.

CLARIFICATION: Instructional Video, Adjudicator Training Process, Specialty Badges, cost of each ribbon, badge & pin, and detailed written descriptions to follow for presentation at the 2000 WTM.

INTENT: The entire program to be in place and ready for distribution immediately after Board ratification at the 2000 SBM.

Karen Gratton moved that, should a course conductor determine that an oral exam format is to be used in lieu of the standard written exam format for a judges, coaches or adjudicators course, special written permission shall be obtained from the CBTF Technical Chair after she/he has consulted with the course conductor, the appropriate National Rep, the appropriate Provincial Rep and the CBTF President.

INTENT: Only special cases shall be considered and reviewed on their own merits.

DIRECTIVE: This statement shall be included in all Judges, Coaches and Adjudicators course manuals.

  • S1 - Yellow, Orange, Red, Maroon
  • S2 - Bronze Pin, Rolls 1, 2-Baton 1, Grey
  • S3 - Green, Silver Pin, Rolls 2, 2-Baton 2
  • S4 - Turquoise, Pink, Gold Pin
  • S5 - Rolls 3, 2-Baton 3, Diamond Pin

Dana Peteleski proposed that Sylvia Kernohan, Lynne Dirkett, Sharon Donald, Debbie Middleton, Lora Neilson and Joyce Ormshaw be recognized as SDP Adjudicator Course Conductors (Yellow through Diamond Pin, including Specialty Badges) based on their contribution to the revision of the Skills Development Program.

2000 FTM PROPOSAL #5 (RATIFIED - 2000 FBM - MOTION #12)
 

Wendy Cruickshank proposed that former Adjudicators of the CBTF Badge Program be grandfathered in as Adjudicators of the Skills Development Program (SDP). To achieve this level they must first complete these requirements:

  • Purchase a new SDP Manual
  • Purchase a new SDP Demonstration video
  • *Attend an SDP Adjudicators Updating Seminar
    * Exceptions to this requirement must be submitted in writing to the National SDP Rep. Only extenuating circumstances will be considered.

DIRECTIVE: These requirements must be completed by Oct 31, 2001

DIRECTIVE: Provincial SDP Reps are responsible to notify the National SDP Rep of the people who attended any update seminars in their province.

2001 SBM MOTION #15 (AMENDED - MOTION #13 - 2002 SBM)
 

Karen Gratton moved that Proposal #3 from the 2001 Winter Technical Meeting be accepted with the following amendment:

That the prerequisites to becoming an SDP Adjudicator will be as follows:

  • must be a current CBTF member in good standing
  • must be a minimum of 18 years of age
  • must be a Level 1 Coach
  • must purchase an SDP Manual, SDP Video and SDP Adjudicators Handbook.

 

2001 SBM MOTION #3
  Rita Eggett moved that the deadline for the Skills Development Adjudicator Update be extended to a date determined by the National SDP Rep. An additional fee of $15.00 is to be applied to members participating in the Update after the October 31, 2001 deadline date.

That Module 5 Judges, after completing S4 (up to Pink), would automatically be granted (adjudicator's) certification for gold pin and diamond pin.

Betty Davis moved that if a Coaches Course, Judges Course or SDP Adjudicators Course is offered and it is not able to run due to financial reasons, the Provincial Chairperson should contact the CBTF Treasurer to seek financial assistance from CBTF before canceling the course. The CBTF Treasurer would review the request and a decision would be made in conjunction with the CBTF Executive.

DIRECTIVE: Monies should be set aside in the 2003-2004 budget for this purpose.

  Jeff Johnson moved that the Skills Development Program Adjudicators' Fee be raised to $11.00 per hour.

Karen Gratton moved to accept the following with regards to the SDP manuals:

  1. Increase the cost of the CBTF SDP Manual from $15 to $20. This manual will be available through the CBTF Manuals Coordinator as hard copy only.
  2. The SDP Course Conductor's Handbook is sent out to new Course Conductors by the CBTF Manuals Coordinator at no charge.
  3. The SDP Adjudicators Handbook fee shall remain at $5.00. Adjudicators must also order the SDP DVD through the Media Coordinator for $25.00.

Elan Paluck moved that current SDP Adjudicators be grandfathered for the specialty badges (contingent on attending one of the SDP update conference calls) as follows:

  • S2 - bronze 2-baton and bronze rolls
  • S3 - silver 2-baton and silver rolls
  • S4 & S5 - gold 2-baton and gold rolls

 

2012 FBM MOTION #16 (2012 FTM Prop #2)
 

Elan Paluck moved move that the prerequisites to becoming a Skills Development Program, SDP Adjudicator, shall be as follows:

  • to adjudicate S1, applicant must be a Level 1 coach
  • to adjudicate S2, applicant must be a Level 2 coach
  • to adjudicate S3 and S4, applicant must be a Module 2 (or higher) judge, or have earned/taught the S3 or S4 SDP material or through application to the National SDP rep which shall include a resume
  • all applications will be considered and approved by the Technical Committee
  • must be a CBTF member in good standing
  • must be a minimum of 18 years of age
  • must purchase an SDP manual, the SDP DVD and the SDP Adjudicators' Handbook.

  Elan Paluck moved that the CBTF SDP course conductor fee to mark each SDP adjudicator's badge/pin/examination be $5.00 payable to the Course Conductor.

  Elan Paluck moved that, in order to be hired to adjudicate the SDP Program, SDP Adjudicators must be members of the CBTF Technical Association.

  Elan Paluck moved to approve the new SDP adjudicator upgrade process for S2, S3 and S4 and switch from the existing mail-in process to the test videos that are posted and accessible on the CBTF website.

  Elan Paluck moved to approve the SDP evaluation revisions, new single copy athlete grading forms and adjudicator master score sheets to replace the existing evaluation and duplicate grading forms. New forms to be available on the CBTF website.
