Declaration Process - CBTF Groups

  Jennifer Meron moved that whatever status level (A or C) a group declares at the start of the competition season, the group may compete in that level for the full competition season, regardless of wins.

Jennifer Meron moved that Groups are to submit to their Provincial Group Rep (PGR):

  1. A list of all athletes, names, birthdates, CBTF numbers and each athlete's individual status in each group event.*
  2. A list of all events club will be entering and all members in each event, including alternates.

*This information must be available to competition directors before competition season if complete listing of declarations is not yet available.

Groups are to submit this information to the PGR by the date set by the province, which is to be no later than the deadline for entries to that province's provincial championships.

The PGR will then verify the information for accuracy, and will forward all information to the Canadian Group Commissioner by the deadline for the Canadian Championships (or five days after the provincial championships, whichever comes last).

From the date that a group makes its Status Declaration:

  • no members may be added to the group
  • any permanent reduction of members affecting a group's classification must be reported to the PGR immediately, in writing, if the substitution affects group status.
  • no groups may be added to a club's declaration unless it is composed of 60% members who were not previously listed in a competitive group and if the group is Level C.
  • changes due to advancement must be reported, in writing, to the PGR immediately.
  • temporary changes to a group's status, due to absent members or a substitution, must be reported to the PGR by telephone, but will otherwise be handled by the competition director.

Although clubs may change classifications due to unforeseen member reductions, at Elite Group Championships, a group must be able to compete in the status in which they qualified. If they are unable to fulfill the size/age requirements of that classification, they must perform for score sheet only.

MECHANICS
Groups submit their declarations to the PGR.

Any changes permanently affecting group status are submitted to the PGR in writing.

Any changes temporarily affecting group status must be reported to the PGR by telephone and to the competition director in writing.

PGR compiles a list of declarations and distributes to competition directors, including updates (permanent changes sent in by clubs).

When entering a competition, clubs must submit a copy of their declaration, with any change from the original noted. This will be compared to declaration list issued by PGR.

On competition day, director uses a "random check" system, whereby athletes listed on declaration submited with entry form are cross- referenced with athletes actually there. Competition Directors are encouraged to check at least one group per classification. If any discrepancy affecting club status is found:

  • 1st offence - club director is informed and group competes for score sheet only.
  • 2nd offence - club is suspended from competition that day.
  • 3rd offence - club is suspended from competition for season.

The competition director will inform PGR of the offence who will, in turn, inform the subsequent competition directors.

NOTE: AT PROVINCIALS AND NATIONALS, EACH GROUP WILL BE CROSS-REFERENCED AGAINST ENTRY FORM DECLARATION.

NOTE: Remember, the mail is not always reliable. Since at no time may a group compete in a status (division) different from that which they declared without knowledge of the PGR and competition director, it is wise to accompany any written notification of a change with a phone call. Also, remember, no competition director is obliged to accommodate a change to your entry if you do not notify them of the change no less than five days before the competition.

Susan Irwin moved that Motion #55 from the 1992 Fall Technical Meeting be amended to read:

That competition directors must accommodate changes to a group's division due to substantiated medical circumstances if reported five (5) days prior to the competition. Any changes reported later than this will not be accommodated and groups will perform for scoresheet, comments only.

Karen Gratton moved that, at open competitions only, competition directors may accept changes to a group's entry due to emergency situations on the day of a competition providing the competition schedule can accommodate the change and subject to the general declaration rules.

That each coach/club director receive adequate information regarding the completion of CBTF Group Declaration Forms and that the Group Manual contain all information pertinent to the Declaration Process. CBTF Group Commissioner to develop information package.

That an athlete cannot be listed on two (CBTF status) declarations within the same event, status and division, in any capacity (athlete or alternate).

That International Day remain declaration free; however, if a Canadian group intends to compete at the Canadian Elite Group Championships that year, they must have followed the current policy that only declared groups be allowed to compete at Canadian Championships.

Jennifer Meron proposed that the CBTF Group Rules and Regulations be changed as follows:

In order to compete, all CBTF Groups must be declared by April lst through to August 31st. The deadline for the Group Declarations going to the CBTF Group Rep will remain as April 1st. Groups competing between September 1st through March 31st will not have to be declared.

(Note: Competition Directors would have to check accuracy of entries).

Rita Eggett moved that April 1st of each year prior to September 1st of same year, if any group is found taking the floor, after declaration checking procedure, with a member not listed on the declaration form or if an undeclared group attempts to take the floor:

  • lst Offence: Group is suspended for that day - may not compete
  • 2nd Offence: Entire Club is suspended from that day's group event competition - may not perform.
  • 3rd Offence: Entire Club is suspended for the remainder of the season from all group events.

* For all offences, the competition director will inform the provincial group rep in writing.

INTENT: To inhibit dishonest representation of groups and promote fair play.

Betty Davis moved that a Declaration Committee (Commission) be formed to make the necessary adjustments and corrections to the present Declaration Process. This Commission should be formed in Ontario and co-chaired by Jennifer Meron and Betty Davis. This proposal must be ready by the Spring Technical Meeting. This Commission should consist of at least five people (Suggest: Rita Eggett, Dianne Serra, Elaine Lyon, Marinus Vandermeer).

  4. Add: Address, City, Province, Postal Code, Home Phone
  5. Add: Coach(es) CBTF Level ____
  6. Adjust the size of the declaration box at the bottom (smaller)
  7. Add another box "For Administration Use Only" and allow for: Provincial Group Rep Signature and National Group Rep Signature and Date lines
  8. Add "Calculation Box"

Betty Davis moved to accept the revised CBTF Group Declaration Process (CBTF Policy Manual Pages 73-77) as submitted by the CBTF Group Declaration Committee.

INTENT: To use this revised Process for the 1998 competition season. Provincial Group Reps. are to send concerns for discussion at the 1998 Summer Group Meeting.

Melanie Guglielmin proposed that we include the following statement on the (CBTF) Group Declaration Form: "Athletes listed on the declaration must be Type 01 or 02 CBTF members."

Also, that all references in the process using the word "member" be changed to "athlete".

  Wendy Cruickshank proposed that a group cannot change the name of their group that they state on their CBTF Group Declaration Form after April 1st.

Karen Gratton moved to accept the amendments to Section 5.5.1, Items #3, 4 & 5 of the CBTF Group Manual "Determining the Level of a Group for the Current Competition Year" which reads as follows:

  • #3 For an athlete to be a Level C athlete in a group event, he/she must never have won four (4) unprotected firsts in that group event.
  • #4 For an athlete to be a Level B athlete in a group event, he/she must have won four (4) unprotected firsts in that group event. For an athlete to be a Level A athlete in a group event, he/she must have won eight (8) unprotected firsts in that group event.
  • #5 A group athlete may compete with a higher level group and yet still retain his/her present individual CBTF Group Event Status Level until he/she wins four unprotected first place awards in that group event.

Rita Eggett moved that #21 of the Appendix A "Declaration Process" of the CBTF Group Manual be amended to read as follows:

Due to the nature of group events, changes may occur which may affect a group's declaration:

  • a Level C or B group advances
  • a permanent membership change due to injury, illness or other extenuating circumstances

To facilitate a permanent change, the Club Director must notify the PGR in writing and submit an amended Declaration Form noting the reason for the change. The PGR shall, in turn, submit the amended Declaration and a written recommendation to the CBTF Group Rep and the CBTF Technical Chair who shall review and evaluate the request and present their final recommendation to the CBTF President for acceptance.

Karen Gratton moved that the CBTF Group Declaration Process re #24 (b) "Alternates" be amended to read:

24 (b) The maximum number of Alternates a group can declare is 40% of the competing twirling members. The 40% calculation must be rounded to the nearest whole number.

Example: 3 members x 40% = 1.2 = 1 alternate
4 members x 40% = 1.6 = 2 alternates
5 members x 40% = 2.0 = 2 alternates
6 members x 40% = 2.4 = 2 alternates

That Level C or B Group Athletes competing in a Level A Group Event shall only count a first place win towards Individual Group Status advancement if the group's final score (after penalties) is 60.0 or higher.

That an athlete cannot be a member of more than one group in the same size and age division in a given year. Example: Junior B Small and Junior A Small

CLARIFICATION: This would allow groups to move up immediately upon receiving their minimum score for advancement (providing they only require one more minimum score to advance as per the CBTF Group Minimum Score Policy).

Karen Gratton moved that Proposal #25, 2004 FTM be accepted as amended:

That CBTF adopt the following Policy regarding Alternates for all declared Teams and Corps:

  • Alternates do not have to be listed on the CBTF Group Declaration Forms.
  • If needed, an alternate member may be drawn from within the group's own club or province providing there is no form of solicitation of athletes.
  • The group's status level must remain the same.
  • The age of the alternate cannot change the age division of the group.
  • The rule regarding the maximum number of alternates that a group may have (ie:40% of regular members) still applies.
  • An alternate must be a current CBTF Type A member.

Karen Gratton moved that Proposal #11 of the 2007 Summer Technical meeting be accepted as amended by adding clarification #2 (below):

To accept the CBTF declaration deadline as the same as the entry deadline for each province's Provincial Championships.

CLARIFICATION #1 - The IGS Tracking Process will remain the same throughout the year.

CLARIFICATION #2 - The CBTF Declaration Form must be completed prior to the provincials' entry deadline and sent into the provincial group rep who shall forward to the CBTF Data Entry Coordinator prior to the date of the Provincial Championships. The Coordinator shall verify acceptance of each declaration prior to the date of the provincials.

Karen Gratton moved that, for the 2008 competition season only (January 08 - provincial declaration dates), coaches be given the option to maintain or lower each of their group athletes' Individual Group Status level (as of Dec 31/07) so that their athletes/groups may come into line with Motion #32 and #33, 2007 FBM which state IGS advances when one minimum score is achieved.

CLARIFICATION: a coach may move C-1 athletes to C-0.
CLARIFICATION: a coach may move B-1 athletes to B-0 however may not move the athletes back to C-0.
CLARIFICATION: a coach cannot move A-0 athletes back to B-0 or C-0.
CLARIFICATION: a coach may move a C-1 to B-0 or a B-1, B-2 or B-3 up to A should they choose during the grace period.

DIRECTIVE: If a coach has group athletes who have accumulated a number of minimum scores and wishes to move them back, the CBTF Data Coordinator must be advised by February 28, 2007 in order to amend each athlete's IGS. If not notified, the CBTF Data Coordinator will automatically advance group athletes to the next level.

DIRECTIVE: All group athletes' IGS (revised or not) must be stated on the CBTF Group Declaration Form as of their provincial entry deadline date.

Karen Gratton moved to accept Proposal #11, 2008 FTM that reads:

That Level C and B group athletes be permitted to be members of Pre-Groups. However 60% (or more) must be Pre-Group level and 40% (or less) can be C or B group athletes.

Karen Gratton moved to accept Proposal #12, 2008 FTM that reads:

That the Individual Group Status (IGS) levels from Theme Corps and Twirl Corps be carried forward to Theme Production and CBTF Groups respectively.

CLARIFICATION: If an athlete has established an IGS in Theme Corps and/or Twirl Corps, they may not use the "Established Athlete Rule" to change said athlete's IGS in Theme Production and/or CBTF Group.

 

2009 FBM MOTION #33 (2009 FTM - Prop #21)
 

Karen Gratton moved that the Individual Group Status (IGS) system be eliminated. Instead, coaches shall establish the level of their group as part of their first competition entry or CBTF Group Declaration Form (whichever is submitted first).

CLARIFICATION: The expectation is that coaches will not change the level of their groups through the competition season.

CLARIFICATION: Mandatory advancement, through scores received during the competition season, will still apply.
