Bye Policy

1993 FTM MOTION #36 (Ratified - 93 FBM)
 

Theresa Eyssens moved that petition in due process due to injury or illness an athlete may qualify as an additional member of a prov/terr to compete in Level B Winner or Level A events at Nationals if he/she was top three in his/her age division of the immediate preceding year if the athlete was/is unable to compete in the provincial qualification event due to illness or injury.

Any athlete who won a Grand National title in the immediate preceding year and is/was unable to qualify to compete in Level A events at Nationals due to illness or injury, will automatically qualify in his/her age division regardless of last year's status or age division.

CLARIFICATION: A medical certificate is required as per CBTF risk Management Policy.

 

1995 SBM MOTION #2
  Deardra Leslie moved that the three (3) Ontario athletes, Amy Whang, Jennifer Sockett and Jacklyn Thompson, who entered and subsequently were not allowed to compete due to medical circumstances at the 1995 Ontario Championships, be allowed to compete in the 1995 Canadian Level B Winner Events.

 

1995 FTM MOTION #45
 

Tim King moved that any individual Freestyle Athlete who placed in the Top Five (5) of the previous year at their Provincial Team Trials and is mentally (ie: due to family death or accident) or physically unable to compete, be given a bye into the CBTF Team Trials. Proof (medical certificate) prior to their Provincial Team Trials or within seven (7) days after their Provincial Team Trials must be provided by Provincial Chairs to the CBTF President.

INTENT: This applies only if the athlete is competing in the same age division as the previous year.

 

1995 FBM MOTION #56
  Deardra Leslie moved that a "Bye" is a provision that is granted to an athlete to gain entry to the next level of competition. A Bye shall be granted to the next level of competition provided all entry requirements have been met and the necessary documentation has been satisfied. Written notification will be sent/given to the athlete immediately following the decision.

 

1995 FBM MOTION #57
  Deardra Leslie moved that athlete(s) who are injured on the day of Provincial Team Trials must actually be on site and registered to compete with correct membership status. The Competition Director and Medical Person cannot allow them to continue to compete without a medical note from a doctor. When proper documents have been received by the Provincial Competition Director, the athlete will receive a "Bye" to the next level of competition. When submitting Provincial Team Trial Entries, full documentation of "Bye" must be included.

 

1995 FBM MOTION #58
 

Deardra Leslie moved that a CBTF Appeal Committee be established. The Committee is to deal with issues concerning "Byes" for WBTF Events to Canadian Team Trials. All results, in writing, to be given/sent to athlete(s) involved prior to CBTF Team Trials. The Committee is to be comprised of CBTF President, CBTF Technical Chairperson, CBTF Judges Rep, CBTF Coaches Rep, CBTF Athletes Rep, CBTF Group Rep and Provincial Chair (odd number for votes). If conflict of interest arises, additional members that could be considered are CBTF Past President and CBTF Past Technical Chairperson.

NOTE: It was decided that CBTF would pay any financial considerations. Suggested that Conference Calls would be held to deal with an issue.

 

1995 FBM MOTION #59
 

Deardra Leslie moved that athlete(s) who have an injury, illness, bereavement or other extenuating circumstances that may prevent the athlete(s) from competing and/or entering Provincial Team Trials (all WBTF events) follow the following procedures: After a legal document* has been provided, these matters will be reviewed by the Provincial Executive, in concert with other concerned members. This document must be provided as soon as possible and before the closing of the competition. If this document is not available, a letter stating the intent to provide this document must be provided. Provincial Chairpersons to forward accepted "Byes" to CBTF Appeal Committee immediately.

*LEGAL DOCUMENT REFERS TO MEDICAL CERTIFICATE, DEATH CERTIFICATE, ETC.

 

1995 FBM MOTION #60 ** RESCINDED - MOTION #14 - 2000 SBM
  Deardra Leslie moved that athlete(s) who are injured on the day of the "Invitational Open" competition must actually be on site and registered to compete with correct membership status. The Competition Director and Medical Person cannot allow them to continue to compete without a medical note from a doctor. When proper documents have been received by the Invitational Open Competition Director, the athlete(s) will receive a "Bye" to the Canadian Championships.

 

2001 SBM MOTION #33
 

Rita Eggett moved that Item 2 of the Medical Bye Policy as documented in the CBTF Policy Manual be amended to include Provincial/Territorial Championships. The first and last sentence will now read:

2. Athlete(s) who are injured on the day of Provincial/ Territorial Team Trials or Provincial/Territorial Championships must actually be on site and registered to compete with correct membership status. When submitting Provincial/Territorial Team Trial and Provincial/ Territorial Championship entries, full documentation pertaining to the "Bye" must be included.

This change also applies to the Medical Bye Policy, Items 3 and 4 as well as the Appeals Committee re: CBTF Medical Bye Policy section, Items 6a and c.

2006 SBM MOTION #20
 

Elva Taylor moved that the CBTF Bye Policy be accepted as revised as follows:

A "Bye" may be granted to an athlete to gain entry to the next level of competition provided all entry requirements have been met and the necessary documentation has been satisfied. Written notification will be given to the Parent or Coach by the Provincial Chairperson immediately following the decision.

Athletes who are unable to compete at Provincial Team Trials or Provincial Championships due to injury, illness, bereavement or other extenuating circumstances may apply for a BYE to the next level of competition.

A legal document accompanied by a letter requesting the BYE from the parent or legal guardian must be provided within seven (7) days of the competition to the Provincial Chairperson. A legal document refers to any document provided by a professional who has knowledge related to the request.

This document will be reviewed by the Provincial Executive.

The Provincial Chairperson must forward the accepted BYE to the CBTF president. The CBTF President will send the BYE request to the CBTF Appeals Committee immediately.

The CBTF Appeals Committee is to deal with requests for BYES to the Canadian Team Trials and the Canadian Championships. The Appeals Committee is to be comprised of the CBTF President, CBTF Technical Chairperson, CBTF Judges Rep, CBTF Coaches Rep, CBTRF Athletes Rep, CBTF Group Rep and the Provincial Chairperson. If a conflict of interest exists, other CBTF Executive Members could be selected by the President. The CBTF President must provide all written documents to the Committee. When a decision by the Appeals Committee is reached, it shall be forwarded to the Provincial Chairperson by the CBTF President.

Any athletes unable to complete, who placed in the top 5 in the previous year's Provincial Team Trials shall be granted a BYE to the Canadian Team Trials provided the entry is in the same age division as the previous year. A legal document along with the BYE request must be sent to the CBTF President within 7 days of the competition.

Any athlete unable to compete who placed in the top 7 in the previous year's Provincial Championships shall be granted a BYE to the Canadian Championships provided the entry is in the same age division as the previous year. A legal document along with the BYE request must be sent to the CBTF President within 7 days of the competition.

 

Executive E Vote E11-02
 

Elan Paluck moved to update the CBTF Bye Policy, with the following changes:

  • Remove the stipulation that the athlete requesting a Bye from their Provincial Team Trials must be in the same age division as the previous Provincial Team Trials
  • Remove the stipulation that the athlete requesting a Bye from their Provincial Winner/Championships must be in the same age division as the previous Provincial Winner/Championships
  • Clarify that an Athlete that receives a Bye does not count against the berths available to his/her province
