  That the Coaches Handbook be prepared for distribution by November 1, 1982 with approval pending until the 1983 Conference. 1982 AGM MOTION #12 That the Coaches/Teachers Association be established as of July 6, 1982 under the Twirl Canada Federation and before the leaving the conference, final details must be worked out. Final details will be presented to the Board of Directors by July 31, 1982. Operating guidelines will go into effect September 15, 1982.

  Barry Nye moved that the appointment of the Coaches and Judges Representatives for a one year term only be done by the members of the executive committee no later than 4:00 PM July 8th, 1982.

  Elaine Jacobs moved that the names of Course Conductors Sandi Watt and Elaine Jacobs of the CBTF Level A (Coaches Course) be placed on the Certified Coaches List.

  Brenda Cooper moved that CBTF support the 1990 Coaches Conference based on matched funding from affiliated provinces to be determined by August 1, 1990.

Nancy Beachin moved that in order for an athlete or group to compete in any CBTF competition, the athlete's or group's coach must hold a minimum certification of Level 2 Coaches (ie: former level 1 coaches).

CLARIFICATION: This will be reviewed when the new level 2 course Is completed and ratified.

  Karen Gratton moved that athletes who are students of Pre-Level One Coaches be permitted to compete in Basic and Military events only at CBTF Competitions effective immediately.

 

1994 WTM MOTION #7
  Theresa Eyssens moved that all International Coaches who hold a comparable coaches certification in their country of origin be recognized by CBTF at some level. We strongly encourage them to take CBTF coaching certification courses and NCCP certification courses.

  Theresa Eyssens moved that international athletes who purchase a membership for a day be allowed to compete irregardless of their coach's certification status in Canada.

  1. Have obtained Level I Coaches Certification;
  2. Competed as an athlete at the World Championship level, and;
  3. Have been coaching WBTF events for a minimum of the last 2 years.
  4. Must be a member in good standing with CBTF.

  1. Have obtained Level I Coaches Certification, and
  2. Have coached athletes at the World Championship level.
  3. Must be a member in good standing with CBTF.

Alison Brown proposed that the contract for Coaches representing the CBTF at WBTF Clinics be approved as circulated.

Alison Brown proposed that all certified CBTF Coaches Course Conductors to date be considered certified CBTF Coaches up to and including the Level they are certified to conduct waiving all requirements of the courses except the required NCCP Theory Courses.

  Betty Davis moved that in order for a coach to be hired to coach at a clinic or workshop, these coaches must be a Level 1 or higher level.

2000 SBM MOTION #13
 

Karen Gratton moved that the following is now in effect regarding Coaches Levels:

  1. A Level 1 Coach who has not obtained NCCP Certification is a "Coach-in-Training".
  2. A former Level 1 Coach is now a Level 2 Coach who must have a minimum of NCCP Level 1 to be certified as such.
  3. A former Level 2 Coach is now a Level 3 Coach who must have a minimum of NCCP Level 1 to be certified as such.

CLARIFICATION: This will be reviewed when the new Level 2 course is completed and ratified.

  Tina Larson moved that a "Coach In Training" (persons aged 16 years or older who have attended and passed the Level One Coaches Course but not received NCCP Level One Training) can teach the Skills Development Program up to the Bronze Pin without the supervision of a certified coach.

 

2004 FBM MOTION #49 (**SEE 2005 FBM, MOTION #30 BELOW)
 

Karen Gratton moved to accept the following Policy regarding Judges who coach or choreograph competitive routines:

  1. A judge must not judge any student and/or group he/she is the primary coach of.
  2. A judge must not judge any routine he/she coached or choreographed.
  3. It is at the discretion of the judge whether he/she chooses to judge an athlete/group that he/she coached/choreographed at an Open Camp/Clinic (ie: open to all twirlers).
  4. A judge must not judge any athlete/group that he/she coached/choreographed at a Closed Camp/Clinic (ie: closed to include only members of a specific club/group/studio).

CLARIFICATION:
Definition of "Coach" - a person who works with an athlete/group.
Definition of "Choreographer" - a person who designs a routine in part or full

 

2005 FBM MOTION #12
 

Karen Gratton moved that Proposal #3, 2005 STM be accepted as follows:

That, when a CBTF Coach has both CBTF Level 1 Coaches and NCCP Part A (or the former Level 1), he/she is certified to coach recreational athletes. Level 2 Coaches who have NCCP Part B (or the former NCCP 2) can coach all events and levels.

CLARIFICATION: When the CBTF Level 3 Coaches Course is complete, this will be reviewed.

2005 FBM MOTION #30
 

Karen Gratton moved that CBTF adopt the following "Conflict of Interest Policy" regarding judges who coach or choreograph competitive routines.

    1. In all cases, it shall be the responsibility and right of a CBTF Judge to disqualify him/herself from judging an athlete/group. The Judge must report any conflicts of interest to a competition director (or the person responsible for judging assignments) on the judging contract or immediately upon reporting for a judging assignment at a competition.
    2. A CBTF Judge must not judge any student, relative or group he/she coaches. 
    3. A CBTF Judge must not judge any former students for a minimum period of one competition season following the termination of the coach-student relationship.
    4. An athlete is a judge's student by nature of his/her membership in the judge's club.
    5. A CBTF Judge must not judge any routine he/she choreographed (in part or full).
    6. Should a CBTF Judge have a student or relative who trains with a club, he/she must not judge any member of that club in any event.
    7. A CBTF Judge may judge those athletes/groups he/she has taught at Open Camps & Clinics in a class environment (eg: a rolls class where several athletes participate).
    8. If a CBTF Judge has an established business relationship with another coach/group/organization/club, he/she must not judge any of that coach's/group's/organization/s/club's athletes or groups. An established business relationship is defined as when the judge participates in the development of another coach's athletes/groups more than once within a competition season or on an annual basis of at least two years.
    9. Other reasons to disqualify self from judging an athlete/group:
      • An emotional bond with athlete or with close relative of the athlete.
      • Former commitment of the strength that a judge is unable to sever.
      • Conflict situation the judge is unable to resolve or forget.
      • Anything positive or negative that will, to any degree, distract the judge from producing an unbiased placement for that athlete/group.

NOTE: All entry forms must provide a space to indicate an athlete's/group's Choreographer.

 

2007 FBM MOTION #30
 

Karen Gratton moved that Proposal #4 of the 2007 Summer Technical Meeting be accepted as follows:

That coaches who obtain their NCCP certification shall now submit their NCCP #, and date and location of the course to their national rep via email with cc to respective provincial rep and provincial head. The NCCP # will be verified by the National Rep.

2008 FBM MOTION #31
 

Karen Gratton moved to accept the amendment to Proposal #9 from the 2008 FTM that now reads:

That, while the Pom Pom team event is in its pilot phase, a Pom Pom coach must hold any type of membership in CBTF through his/her provincial organization. Should a Pom Pom coach wish to enter his/her team into a CBTF sanctioned competition, she/he must be endorsed by a certified CBTF L2 coach.

CLARIFICATION: Although the concept was agreed upon, the wording from the 2008 FTM was changed for better clarity and understanding.

 

2011 SBM MOTION #14
  Michelle Bretherick moved that the CBTF donate $500 worth of materials to SBTA for their Ready Set Twirl Program.

  Gail Ashcroft moved move that each participant registered in the L1 Coaching Program be given a copy of the SDP Starter Set.
