  Karen Thompson moved that Western and Eastern Regionals be held for World Freestyle Events and that any athlete placing in the top 10 in each division will be eligible to enter the Canadian Team Trials representing the province he/she resides in.

  Myra Kirk moved that, if there are more than five (5) athletes in the Level A Provincial, Regional and National Freestyle Team Trials division, two rounds must be run - 1st round being an elimination round as well as establishing the order of appearance for the 7 finalists. Procedure of "order of appearance" as established at the 1989 FTM - Motion #31, 32 and 33. If there are 15 or more athletes, 3 rounds must be run in which 7 athletes will be chosen and the 2nd and 3rd round freestyle scores are averaged and combined with the compulsory score for final placement.

  Nancy Beachin moved that WBTF Teams declare a maximum 11 members in all (9 members and 2 alternates) of their team by their Provincial Team Trials. Within the 11 membership you must compete at the Provincials, Regionals, Nationals and Worlds. If not abided by at the Provincials, Regionals or National level, a 40 point penalty will be assessed. From Canadian to World Championship, if not abided by, the alternate team would be sent to Worlds.

The top 7 nationally in the previous year will be awarded additional positions for their provincial team the following year, effective 1993. (Example: if Alberta placed two juniors in top 7 in 1992, they would be able to send five plus two juniors to Canadian Team Trials in 1993).

Jennifer Meron moved that Trans-Canada Teams qualify for Canadian Championships as follows:

  1. Majority of team residency dictates province to perform in. (If no majority the team coach determines the province to perform in).
  2. The Team must receive a Minimum Average Total Score in order to qualify for Canadian Team Trials.
  3. That the minimum score of 40.000 must be attained in any round from at least one judge.
  4. The minimum Average Total Score must be obtained in any round of the qualification competition.

  Theresa Eyssens moved that, further to Motion #26 (1991 Fall Joint BOD/ Tech Mtg), athletes must qualify in their age division at a provincial level to then move on to compete at the National Championships in their divisions. Proof of injury/illness will be substantiated as per rules in Technical Manual.

Tina Larson moved that an athlete, duet or group must compete in an event at the Canadian Championships in the same status level (and, in the case of teams, same size) as they qualified for at their Provincial Championships.

CLARIFICATION: The athlete/duet/group's status does not change in that event IF they are competing at the Canadian Championships of that year.

Theresa Eyssens moved that petition in due process due to injury or illness an athlete may qualify as an additional member of a prov/terr to compete in Level B Winner or Level A events at Nationals if he/she was top three in his/her age division of the immediate preceding year if the athlete was/is unable to compete in the provincial qualification event due to illness or injury.

Any athlete who won a Grand National title in the immediate preceding year and is/was unable to qualify to compete in Level A events at Nationals due to illness or injury, will automatically qualify in his/her age division regardless of last year's status or age division.

CLARIFICATION: A medical certificate is required as per CBTF Risk Management Policy.

  Susan Irwin moved that, in order for provinces to fill the positions available for competition at the Canadian Championships, if an athlete(s) cannot attend, the athlete(s) of the next highest placing at the provincial championship is permitted to compete.

  Theresa Eyssens moved that the procedure for qualifying to compete at Canadian Team Trials in Junior Men and Women and Senior Men and Women Freestyle Events follow those procedures as outlined in CBTF Technical Manual, page 14 "Eligibility to Compete for Titles".

  Tina Larson moved that for 1994 only, the results of the Open Duet competition run at the 1994 Alberta Provincial Championships be used for level A and B Alberta Duet Athletes to qualify to compete at the 1994 Canadian Duet Championships due to an oversight by ABTA.

  Theresa Eyssens moved that, for the 1994 Canadian Championships, we waive the rule for Qualifying Rounds in Individual Events that reads: "In divisions with less than nineteen (19) competitors, only one round is run to select final placement for Top 7 competitors." This will result in Preliminary Rounds for all individual events in all age divisions. All other qualifying requirements as stated in the CBTF Technical Manual will be followed.

  Linda Boyd moved that the 40 point penalty for not abiding by the motion made at the 1989 CBTF FTM that clarifies a maximum of eleven members (9 members and 2 alternates) be declared by a provincial team trial date, be assessed as follows: forty (40) points be deducted from the Gross Total Points prior to averaging scores and deducting twirl penalties.

Alison Brown proposed that a Commission to address the qualifying procedures (Individual/Duet Events) for national championships be created. Ontario is to develop recommendations for presentation at the 1996 FTM.

INTENT: To focus special attention to current qualifications with regard to the Invitational Open.

DIRECTIVE: Group Commission to address group qualifying procedures at Invitational Open and report this to the Commission for inclusion in the 1996 FTM presentation.

Brenda Hall proposed that the Competition Manual (Pages 5-6) be revised to read:

The minimum number of judges per division that are required for Individual and Duet Winner/Championship Events are as follows:

(i) City or Region within a Province - 1 judge
(ii) Provincials - 2 judges for all rounds
(iii) Nationals - 2 judges for Preliminary & Semi-Finals; 3 judges for Finals

Brenda Hall proposed that, if two rounds are offered for Level A Pair and Team divisions at a Provincial Team Trial, the number of Pairs and Teams that will qualify for the Final Round will be as follows (based on the number of competitors):

1 - 4 Pairs/Teams - all to Finals
5 - 9 Pairs/Teams - 5 to Finals
10 or more Pairs/Teams - 6 to Finals

 

1998 WTM PROPOSAL #7 (Ratified - Motion #30 - 98 SBM)
 

Leisha Strachan proposed that the Trans-Canada Pairs qualify for the Canadian Team Trials as follows:

  1. The Pair must receive a minimum score in order to qualify for Canadian Team Trials.
  2. The minimum Average Total Score must be 40.000
  3. The minimum Average Total Score must be obtained in any round of the qualification competition.

A Trans-Canada Pair will not compete against Provincial Pairs at Provincial Team Trials and will not be placed.

The Trans-Canada Pair Competition will take place directly before or after the Provincial Pair Competition.

Dana Peteleski proposed that if, after qualifying at a Provincial Winner Event, a Level B athlete advances to and competes in Level A in that event, that athlete relinquishes their qualifying spot in the Level B Event at the Canadian Winner Event. The athlete may compete in competitions between their Provincials and Canadians in BI if they chose.

  Karen Gratton moved that every division at the Canadian Winner/ Championship (Individual/Duet) Events have two rounds with the top 7 or 50% of the athletes (to a maximum of 15 athletes) advancing to a final round.

Ron Kopas proposed that the Order of Appearance for the Final Rounds at the Canadian Winner/Championship (Individual/Duet) Events be reverse order of placement from the first (preliminary) round.

INTENT: To give athletes who advance to the finals, recognition for their placement.

  Myra Kirk moved that, at Provincial Winner/Championship (Individual/Duet) Events, should two rounds be run, the order of appearance for Final Rounds would be in reverse order of placement from the first (preliminary) round.

Wendy Cruickshank proposed that:

  1. At the Canadian Winner/Championship (Individual/Duet) Events, preliminary rounds will have 2 judges and final rounds have 3 judges.
  2. At Provincial Winner/Championship (Individual/Duet) Events, 2 rounds must be run when there are 15 or more athletes/duets competing, using 1 or 2 judges in the preliminary round. Final Rounds must use 2 judges.
  3. Should 2 rounds be used at Provincials, the top 7 or 50% of the athletes/duets in the division, to a maximum of 15, shall advance to the Final Round.

Karen Gratton moved to accept Proposal #1 of the 2002 Winter Technical Meeting which reads:

That the CBTF Qualifying Process to advance from Provincials to Nationals be revised to the following:

  1. Individual Athletes and Duets:
    - The top 5 competitors from each division in the Provincial Winner/Championship event plus any athlete/duet who attains the minimum score from a minimum of one (1) judge for their level (2.5 for BN, 4.0 for BI, 6.0 for A) will qualify for Nationals.
  2. Groups:
    - The top 10 competitors in the Provincial Group Winner/ Championship event shall qualify for Nationals.

  Karen Gratton moved that athletes in Individual, Team and Group at the CBTF International Cup Qualifier Competition must be twelve (12) years old in the year of the International Cup Competition they are qualifying for, as per WBTF minimum age requirements.

Karen Gratton moved that a Team or Group who qualified for the International Cup competition must compete with their full membership as listed on their International Cup Qualifier Entry Form (as per WBTF rules). Should a Team or Group have to revise its membership, it must provide a written request for permission to revise to the CBTF Executive.

LeeAnn Wilson moved that each province is allowed to send up to 5 entrants in each division, with an additional berth earned for each Final Round placement at the previous Canadian Team Trials in Junior Women, Junior Men, Senior Women, Senior Men, Junior Pair, Senior Pair and Team.

2012 FBM MOTION #27 (2012 FTM Prop #12)
 

Elan Paluck moved move to accept the following procedure with regards to the hosting of provincial qualifying events for athletes from member provinces and athletes from non-member provinces:

  • A member province's chair or coach representing a non-CBTF member province's direct members to contact the chair of a CBTF member province requesting that a provincials qualifying event for their province be held in conjunction with the member province's provincials. This must be done well in advance of the proposed date.
  • Once discussed and approved by the CBTF member province's board, the provincial chair shall send a request in writing to the CBTF president asking for CBTF approval to act as host for the small province/ non-member province. The CBTF Sanction Officer shall be notified by the host province when approval is granted.
  • The hosting province shall submit two sanction request forms to their provincial sanction officer - one for each province. The PSO shall then forward them to the National Sanction Officer who will assign a national sanction number for the event.
  • One entry brochure shall be produced by the host province featuring a separate listing for each province's provincial qualifying individual, duet, group and team trials events. One person shall handle the entry processing for both provinces. Handling of financial and administrative issues shall be discussed and agreed upon by the two provinces. An open competition with individual, duet and group events may be held and athletes from both provinces may enter.
  • The host province shall report the results of both provincial qualifying events to the CBTF data entry coordinator.
  • Each province shall be responsible to send in their own members' entry forms to the Canadian entry processor. Direct members from a non-CBTF member province shall be responsible to submit their own entries. Canadian entry deadline policy shall apply.

 

2012 FBM MOTION 29 (2012 FTM Prop #14)
 

Elan Paluck moved that the following rules and procedures shall be in effect for the Canadian Level A and B Freestyle and Pair Winner/Championship Events.

Qualification Procedure
- All level A and B freestyle and pair athletes must enter and compete at their provincials in these events and levels in the same year.

Age Divisions
- At Canadians, Level B freestyle and pairs shall compete under CBTF age divisions (the same as other Canadian winner events with age determined as of December 31st.
- At Canadians, Level A freestyle and pairs shall compete under WBTF age divisions (junior or senior) with age between January 1st and December 31st of the competition year.

Rounds
- Each division shall follow the same format as other Canadian Winner/Championship events.

Compulsory Moves
- Compulsories shall be performed by all Level B and Junior A athletes.
- For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall perform that same set at the Canadian Championships. Level B athletes shall perform the opposite set at the Canadian Winner event.
- For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Short Program
- Short Program shall be performed by all Level A Senior athletes.

Music Tests
- No music tests shall be run.

Grand Nationals
- There shall be no Grand National Level A freestyle or pair championships.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Canadian Winner/Championship events.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2005 motion and amend the 2010 motion

 

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
  Nancy Lightheart proposed that provinces have the option to allow BN Primary & Juvenile athletes/duets to compete at Provincial Winner Events with the understanding that athletes/duets will be ranked and scored.

 

2013 Fall Conference MOTION #15 (2013 Pre-FTM Proposal 4)
 

Karen Gratton proposed that the level an athlete/duet/group competes in at their Provincial W/C event, is the level they must compete in at the Canadian W/C event. If, during or after the Provincial Winner Event, a Level BN or BI athlete/duet or Level B group receives an advancement score, they must remain in the lower level until after the Canadian W/C Event.

If a Level BN or BI athlete/duet/group chooses to compete in the higher division at any open competition that is held between their Provincial W/C Event and the Canadian W/C event, they relinquish their qualifying spot at the Canadian W/C Event in that event. An athlete/duet/group that chooses to enter and compete at a higher level, however, is still eligible to enter the Open Competition held in conjunction with the Canadian W/C Event.

Athletes/duets/groups that are not competing in that event at the Canadian W/C event, must advance to, and compete in, the higher level at the next open competition they enter.

CLARIFICATION: This shall replace Motion #12 of the 1999 SBM.

 

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following rules and procedures shall be in effect for all Provincial Level B and A Freestyle and Pair Winner/Championship Events or Level A Provincial Team Trials.

Qualification Procedure
- At Provincial Championship events, Level A Freestyle and Pairs shall compete under WBTF Age Divisions (junior or senior) with age between January 1st and December 31st of the competition year. Level B freestyle and pairs shall compete under CBTF age divisions.

Rounds
- Level B Freestyles and Pairs shall have 1 or 2 rounds (competition officials’ decision).
- In World Championship years, Level A Freestyles, Pairs and Teams shall have 2 rounds.
- In International Cup years, Level A freestyles and pairs shall have 1 or 2 rounds (competition officials’ decision).

Compulsory Moves
- Compulsory moves shall count for 25% of the athlete’s score and shall be performed by all Level B and Junior Level A athletes.
- In World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior Level A athletes shall perform that same set at their Provincial Team Trials. Level B athletes shall perform the opposite set.
- For International Cup years, upon receiving notification of the chosen compulsory set from the CBTF Technical Chair, the Junior Level A shall perform that same set at provincials. Level B shall perform the opposite set.

Short Program
- Short Program shall count for 25% of the athlete’s score and shall be performed by all Level A Senior athletes.

Music Tests/Costume Checks
- Unless time permits, it is not necessary that costume or music checks be run. Official music timing is done during the athlete or pair’s actual performance.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Provincial W/C events.

Berths
- Canadian Team Trials: Each province shall be allowed to send up to 5 entrants in each Level A freestyle/pair/team division with an additional berth earned for each Final Round placement at the previous Canadian Team Trial. There shall be no alternates sent with a Provincial Contingent.
- Canadian Winner/Championships: Level B athletes/teams or pairs that compete in their Provincial Winner event become eligible to enter and compete in that same Canadian Winner event. Level A athletes/teams or pairs that compete in their provincial Championship (in International Cup years) or Team Trial (in World Championship years) events, are eligible to enter and compete in that same Canadian event.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2009 motion/clarification

 

2014 FBM MOTION #20
 

Elan moved that 2014 FTM Proposal #11 be accepted:

That receiving a minimum Total Combined Score (compulsories + freestyle) of 25.000 in a final round at a Provincial Level B Freestyle Winner Event shall qualify an athlete for the Canadian Level B Freestyle Winner Event.
