  Theresa Eyssens moved that, further to Motion #2 of 1992 Fall BOD Meeting, athletes must qualify in their age division at a provincial level to then move on to compete at the National Championships in their divisions. They will not compete in single age divisions provincially or nationally.

INTENT: No "grandfather" clause for athletes who have already competed in a Level A event but if he/she has won a Level B event at 1995 Canadians, and haven't yet competed in Level A, they may remain at Level B and count as one towards advancement.

(iii) Nationals - 2 judges for Preliminary and Semi-Finals; - 3 judges for Finals

  1. Provincial Team Trial and Provincial Championship competition results be forwarded to the "Data Input Person" immediately following the competition. It is the responsibility of the Provincial Chairperson to assure that this procedure is followed.
  2. Canadian Team Trial and Canadian Championships results also be forwarded to the "Data Entry Person" immediately.

INTENT: To provide an accurate record for determining awards and advancement.

Dana Peteleski proposed that if, after qualifying at a Provincial Winner Event, a Level B athlete advances to and competes in Level A in that event, that athlete relinquishes their qualifying spot in the Level B Event at the Canadian Winner Event. The athlete may compete in competitions between their Provincials and Canadians in BI if they choose.

  3. Should two rounds be used at Provincials, the top 7 or 50% of the athletes/duets in the division to a maximum of 15 shall advance to the final rounds.

Karen Gratton moved that the only competitions that will be sanctioned during the period of May 1-31st (including weekends that include those dates) will be Type "A" competitions (ie: Provincial Team Trials and Championships) and Type "C" competitions (ie; closed, studio, "fun" events).

CLARIFICATION #1: M3, 4 and 5 Judges will only be available to judge Type "A" competitions during this "blackout" period.

CLARIFICATION #2: The CBTF Sanction Officer will have the authority to award sanction permits to Type "B" competition requests IF a date during this "blackout" period is open and available.

CLARIFICATION #3: Exception - Type "B" Open Competitions held in conjunction with Provincials.

Joyce Ormshaw moved that the following procedure to determine rounds be used for NATIONAL BN, BI and A Winner/Championship Individual and Duet Events:

  1. Divisions with more than 5 athletes shall have two rounds with the top five or 50% (to a maximum of 16) advancing to the final round. Divisions with 5 or less athletes shall have one round (final round).
  2. Divisions with 32 or more athletes/duets will be divided equally into 2 groups (Group A and Group B) by random draw (eg: by computer) for the first round. (Note: if there is an uneven number, Group B will have the extra athlete). The top 8 athletes will be selected from each group to advance to the final round (total 16).
  3. Order of appearance shall be:
    1. divisions with 5 or less athletes - 1 round - random order
    2. divisions with 6 or more athletes - preliminary round - random order; final round - reverse order.
  4. For divisions of 32 or more, the reverse order of appearance for final round will be determined by a draw between Group A and Group B athletes and duets to be done by the Tabulating Crew. Example: A or B will be drawn. If "B" is selected, then all athletes in Group B will go prior to the corresponding placement number in Group A - for example: 8B, 8A, 7B, 7A, 6B, 6A …
  5. All divisions will have 1 or 2 judges in the first round dependent upon feasibility (eg: availability of judges, financial considerations, time allotment, space availability, etc.) to be determined by the competition director.
  6. All divisions must have three judges for final rounds.

2008 SBM MOTION #14
 

Karen Gratton moved that the CBTF Sanction Officer be directed to NO SANCTION any Type B (Open) Competitions on dates that have been officially designated for Type A Provincial Team Trials and Championships.

CLARIFICATION: The CBTF Technical Chair shall have the authority to permit an Open Type B Competition to be sanctioned if all the judges have been hired and contracted for the provincials on that particular date. (Exception: those Type B Competitions that are held in conjunction with provincials).

 

2009 SEM MOTION #1
 

Karen Gratton moved that the timing penalty for all Freestyles and Pairs at the 2009 Canadian Team Trial Winner/Championship Event will be reduced from 4.0 to 1.0 point.

CLARIFICATION: The WBTF penalty of 4.0 is disproportionately wrong in relation to the severity of the infraction.

CLARIFICATION: CBTF President to discuss this at the WBTF summer meetings in Australia with a recommendation that WBTF review all penalties.

 

2009 SBM MOTION #9
 

Sandra Watt moved that CBTF approve the following:

a. Direct Members may compete at a Provincial Championship for a qualifying score in order to proceed to Canadians (similar to the model for Trans-Canada Pairs & Teams).

b. That rates for each category of membership be determined by the President and 2nd Vice President and communicated to the BOD for approval.

 

2009 SEM MOTION #2
 

Karen Gratton moved that, with regards to a request to reduce the number of rounds for the Level A Pairs at the 2009 Canadian Team Trial Event Championships, the CBTF Executive support a unanimous agreement presented in writing and signed by all involved coaches to hold only one round for the level A Pairs.

CLARIFICATION: An electrical fire and subsequent lengthy delay of the competition prompted this request.

NOTE: After the meeting the schedules were re-arranged & consequently two rounds were able to be run successfully for Level A Pairs with no problem.

Sizes of individual/duet winner/championship preliminaries and finals at Canadians be changed to:

  1. That Level B Compulsory Moves (Set A or B, selected in advance) and Freestyle and Pair events be offered at all future Canadian Winner/Championships.
  2. In WBTF World Championship years, Level A Compulsory Moves, Short Program, Freestyle and Pairs events shall be offered at the Canadian Winner/Championships. Members of the Canadian Contingent (chosen earlier in the year at the Canadian Team Trials) shall not be permitted to enter the Level A Compulsory Moves, Short Program, Freestyle and Pairs events at the Canadian Winner/Championships, however, shall be asked to do a special performance there.
  3. Scores (for both levels) shall be combined 75% freestyle + 25% compulsories/short program

CLARIFICATION: In a World Championship year, the Level A events shall have no titile, shall not re-compete in Grand Nationals. Members of the Canadian contingent shall be invited to perform but shall not be eligible to enter.

CLARIFICATION: In an International Cup year, the Level A events shall carry the title "Canadians Freestyle/Pair Champion" but shall not re-compete in Grand Nationals.

CLARIFICATION:
- CBTF Age Divisions shall be used for the Level B Team Trial Events at the Canadian Winner/Championship Events.
- WBTF Age Divisions shall be used for the Level A Team Trial Events at the Canadian Winner/Championship Events.

2009 FBM MOTION #20 (2009 FTM - Prop#9)
 

Karen Gratton moved that:

  • For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall do the same set at the Canadian Team Trials. The Level B athletes shall perform the opposite set at the Canadian Winner event.
  • For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

  Karen Gratton moved that competition officials for Provincial and Open competitions shall make the decision whether scores at their competition shall be flashed or not.

Joanne Moser moved that members of the Canadian Contingent are allowed to enter the Freestyle and Pair events at the 2010 Canadian Winner/Championship competition. The winner of the level A event shall carry the title of Canadian Freestyle (or Pair) Champion but shall not re-compete in Grand Nationals.

CLARIFICATION: This replaces the "perform but not compete" provisions of FBM Motion #17 and FBM Motion #18 & their amendments.

Elan Paluck moved to accept Proposal 10 from the 2010 FTM - primary age division for CBTF group events at opens and Provincials - as follows:

To grant provinces the authority to offer a primary age division for all CBTF groups at local and provincial level competitions.

  Elan Paluck moved that scores be flashed at both Preliminary and Final Rounds at the Canadian Winner/Championship Events.

Elan Paluck moved that, in order to support the CBTF Progressional Model, the following elimination of age divisions at the Canadian Winner/Championships shall apply:

  • Effective Canadians 2012 - BN Age 7 division will not be offered.
  • Effective Canadians 2013 - BN Age 8 division and BN 14-16 duet will not be offered.
  • Effective Canadians 2014 - BN age 9 division will not be offered.
  • Effective Canadians 2015 - BN age 10 division will not be offered.
  • Effective Canadians 2016 - BN age 11 division and BN 17-22 duet will not be offered.

CLARIFICATION: These divisions will continue to be offered at the Canadian Open Competition.

Elan Paluck moved that Theme Production be moved to the status of a CBTF Minor Event.

2012 FBM MOTION #27 (2012 FTM Prop #12)
 

Elan Paluck moved move to accept the following procedure with regards to the hosting of provincial qualifying events for athletes from member provinces and athletes from non-member provinces:

  • A member province's chair or coach representing a non-CBTF member province's direct members to contact the chair of a CBTF member province requesting that a provincials qualifying event for their province be held in conjunction with the member province's provincials. This must be done well in advance of the proposed date.
  • Once discussed and approved by the CBTF member province's board, the provincial chair shall send a request in writing to the CBTF president asking for CBTF approval to act as host for the small province/ non- member province. The CBTF Sanction Officer shall be notified by the host province when approval is granted.
  • The hosting province shall submit two sanction request forms to their provincial sanction officer - one for each province. The PSO shall then forward them to the National Sanction Officer who will assign a national sanction number for the event.
  • One entry brochure shall be produced by the host province featuring a separate listing for each province's provincial qualifying individual, duet, group and team trials events. One person shall handle the entry processing for both provinces. Handling of financial and administrative issues shall be discussed and agreed upon by the two provinces. An open competition with individual, duet and group events may be held and athletes from both provinces may enter.
  • The host province shall report the results of both provincial qualifying events to the CBTF data entry coordinator.
  • Each province shall be responsible to send in their own members' entry forms to the Canadian entry processor. Direct members from a non-CBTF member province shall be responsible to submit their own entries. Canadian entry deadline policy shall apply.

 

2012 FBM MOTION 29 (2012 FTM Prop #14)
 

Elan Paluck moved that the following rules and procedures shall be in effect for the Canadian Level A and B Freestyle and Pair Winner/Championship Events.

Qualification Procedure
- All level A and B freestyle and pair athletes must enter and compete at their provincials in these events and levels in the same year. Age Divisions
- At Canadians, Level B freestyle and pairs shall compete under CBTF age divisions (the same as other Canadian winner events with age determined as of December 31st.
- At Canadians, Level A freestyle and pairs shall compete under WBTF age divisions (junior or senior) with age between January 1st and December 31st of the competition year.

Rounds
- Each division shall follow the same format as other Canadian Winner/Championship events.

Compulsory Moves
- Compulsories shall be performed by all Level B and Junior A athletes.
- For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall perform that same set at the Canadian Championships. Level B athletes shall perform the opposite set at the Canadian Winner event.
- For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Short Program
- Short Program shall be performed by all Level A Senior athletes.

Music Tests
- No music tests shall be run.

Grand Nationals
- There shall be no Grand National Level A freestyle or pair championships.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Canadian Winner/Championship events.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2005 motion and amend the 2010 motion

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.

2013 Fall Conference MOTION #15 (2013 Pre-FTM Proposal 4)
 

Karen Gratton proposed that the level an athlete/duet/group competes in at their Provincial W/C event, is the level they must compete in at the Canadian W/C event. If, during or after the Provincial Winner Event, a Level BN or BI athlete/duet or Level B group receives an advancement score, they must remain in the lower level until after the Canadian W/C Event.

If a Level BN or BI athlete/duet/group chooses to compete in the higher division at any open competition that is held between their Provincial W/C Event and the Canadian W/C event, they relinquish their qualifying spot at the Canadian W/C Event in that event. An athlete/duet/group that chooses to enter and compete at a higher level, however, is still eligible to enter the Open Competition held in conjunction with the Canadian W/C Event.

Athletes/duets/groups that are not competing in that event at the Canadian W/C event, must advance to, and compete in, the higher level at the next open competition they enter.

CLARIFICATION: This shall replace Motion #12 of the 1999 SBM.

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following rules and procedures shall be in effect for all Provincial Level B and A Freestyle and Pair Winner/Championship Events or Level A Provincial Team Trials.

Qualification Procedure
- At Provincial Championship events, Level A Freestyle and Pairs shall compete under WBTF Age Divisions (junior or senior) with age between January 1st and December 31st of the competition year. Level B freestyle and pairs shall compete under CBTF age divisions.

- Level B Freestyles and Pairs shall have 1 or 2 rounds (competition officials’ decision).
- In World Championship years, Level A Freestyles, Pairs and Teams shall have 2 rounds.
- In International Cup years, Level A freestyles and pairs shall have 1 or 2 rounds (competition officials’ decision).

Compulsory Moves
- Compulsory moves shall count for 25% of the athlete’s score and shall be performed by all Level B and Junior Level A athletes.
- In World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior Level A athletes shall perform that same set at their Provincial Team Trials. Level B athletes shall perform the opposite set.
- For International Cup years, upon receiving notification of the chosen compulsory set from the CBTF Technical Chair, the Junior Level A shall perform that same set at provincials. Level B shall perform the opposite set.

Music Tests/Costume Checks
- Unless time permits, it is not necessary that costume or music checks be run. Official music timing is done during the athlete or pair’s actual performance.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Provincial W/C events.

Berths
- Canadian Team Trials: Each province shall be allowed to send up to 5 entrants in each Level A freestyle/pair/team division with an additional berth earned for each Final Round placement at the previous Canadian Team Trial. There shall be no alternates sent with a Provincial Contingent.
- Canadian Winner/Championships: Level B athletes/teams or pairs that compete in their Provincial Winner event become eligible to enter and compete in that same Canadian Winner event. Level A athletes/teams or pairs that compete in their provincial Championship (in International Cup years) or Team Trial (in World Championship years) events, are eligible to enter and compete in that same Canadian event.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

That receiving a minimum Total Combined Score (compulsories + freestyle) of 25.000 in a final round at a Provincial Level B Freestyle Winner Event shall qualify an athlete for the Canadian Level B Freestyle Winner Event.
