  Betty Davis moved that the Hosting Committee be responsible for selecting someone to read the Athletes' Creed (according to CBTF criteria) in both French and English. Selection will be assigned to the CBTF Athletes' Rep and must be approved by the CBTF BOD for Canadian Championships and Team Trials and to the Provincial Athletes' Rep and approved by the Provincial Executive for Provincial Championships and Team Trials.

Susan Hall proposed that, for Individual and Duet events at the Canadian Championships, a pre-determined number of sets may warm up on the competition floor as determined by the Competition Director and CBTF Technical Chair as per Risk Management guidelines and two (2) run- throughs of the music are played to determine the correct speed of the music for the next event.

CLARIFICATION: Competition Directors at open and provincial competitions may employ whatever method best suits their situation (based on the number of athletes, practice area available and time restrictions) with regard for Risk Management.

Joyce Ormshaw moved that the following procedure to determine rounds be used for National BN, BI and A Winner/Championship Individual & Duet Events:

  1. Divisions with more than 5 athletes shall have two rounds with the top 5 or 50% (to a maximum of 16) advancing to the final round. Divisions with 5 or less athletes shall have one round (final round).
  2. Divisions with 32 or more athletes/duets will be divided equally into 2 groups (Group A and Group B) by random draw (eg: computer) for the first round. (Note: if there is an uneven number, Group B will have the extra athlete). The top 8 athletes will be selected from each group to advance to the final round (total 16).
  3. Order of appearance shall be:
    • divisions with 5 or less athletes - 1 round - random order
    • divisions with 6 or more athletes - preliminary round - random order; final round - reverse order.
  4. For divisions of 32 or more, the reverse order of appearance for final round will be determined by a draw between Group A and Group B athletes and duets to be done by the Tabulating Crew. Example: A or B will be drawn. If "B" is selected, then all athletes in Group B will go prior to the corresponding placement number in Group A - for example: 8B, 8A, 7B, 7A, 6B, 6A …
  5. All divisions will have 1 or 2 judges in the first round depending upon feasibility (eg: availability of judges, financial considerations, time allotment, space availability, etc.) to be determined by the competition director.
  6. All divisions must have three judges for the final rounds.

Karen Gratton moved that a Canadian Level B Freestyle and Pair Winner competition be run during Canadians. This will be offered for Junior and Senior divisions in both events. In order to qualify, athletes/pairs must have competed at their Provincials in those events in the B category. Compulsory moves will not be done - only Freestyle and Pair routines.

CLARIFICATION: Further details to be determined by the CBTF Executive.

Karen Gratton moved to accept the proposed Seven-Day Schedule for the 2007 Canadian Championships as a Pilot Project (ie: experiment) and as per recommendations developed by Karen Gratton and Loranne Meek. The following changes to current Canadians Procedures will be also accepted within the Pilot Project:

  • Number of placings announced and presented for Individual/Duet Events will be reduced to FIVE.
  • There will only be one Procession of Athletes on the first day of the Schedule - all other days will begin with the National Anthem only.
  • No flashcard scoring will be used for the Indivdiual/Duet Events and Grand National Championships at the 2007 Canadians (exception: Open Competition).
  • The practice gym will be rented to other provinces during Music Tests.

INTENT: A review of this Schedule will be conducted after the 2007 Canadians by Karen and Loranne with input from the Technical Committee and Board of Directors.

Karen Gratton moved that, for the year 2009, CBTF adopt the format of offering Level A Compulsory moves, Level A Short Program, Level A Freestyle and Level A Pairs as separate Championship events at Canadians.

INTENT: WBTF procedures (age divisions, time limits, rounds, etc) will apply.

INTENT: No music tests will be run. INTENT: Athletes will perform both Set A and Set B Compulsories in that order.

INTENT: No Grand Nationals for these events will be held.

INTENT: The Competition Director, 2009 Host Province Coordinator and CBTF Executive shall have the authority to deal with other details pertaining to this.

INTENT: To be reviewed by the CBTF Board after athletes and coaches are surveyed for their opinions on this procedure.

That, if there are 40 or more athletes in a Level B Junior or Senior Compulsory, Freestyle or Pair event at Provincials or Canadians, by using the WBTF Age Definition (ie: age between Jan 1 and Dec 31 of the competition year), the athletes in those events shall be divided into age divisions as follows:

Junior: 4-12, 13-14, 15-16
Senior: 17-18, 19-20, 21+

CLARIFICATION: The current Level B rules regarding rounds based on number of entries and number of judges shall be followed.

CLARIFICATION: there shall only be one round for Compulsories with 2 judges per age division.

Sizes of individual/duet winner/championships re preliminaries and finals at Canadians be changed to:

  • 8 or fewer - straight to finals
  • 9-31 - preliminary round; cut to half for finals (round up)
  • 32 or more - randomly split into 2 groups (A & B), cut to half (for each group) (round up)

LeeAnn Wilson moved to accept the following amendment to Proposal #7, 2009 FTM:

  1. That Level B Compulsory Moves (Set A or B, selected in advance) and Freestyle and Pair events be offered at all future Canadian Winner/Championships.
  2. In WBTF World Championship years, Level A Compulsory Moves, Short Program, Freestyle and Pairs events shall be offered at the Canadian Winner/Championships. Members of the Canadian Contingent (chosen earlier in the year at the Canadian Team Trials) shall not be permitted to enter the Level A Compulsory Moves, Short Program, Freestyle and Pairs events at the Canadian Winner/Championships, however, shall be asked to do a special performance there.
  3. Scores( for both levels) shall be combined 75% freestyle + 25% compulsories/short program

CLARIFICATION: In a World Cup year, the Level A events shall have no titile, shall not re-compete in Grand Nationals. Members of the Canadian contingent shall be invited to perform but shall not be eligible to enter.

CLARIFICATION: In an International Cup year, the Level A events shall carry the title "Canadians Freestyle/Pair Champion" but shall not re-compete in Grand Nationals.

CLARIFICATION:

  • CBTF Age Divisions shall be used for the Level B Team Trial Events at the Canadian Winner/Championship Events.
  • WBTF Age Divisions shall be used for the Level A Team Trial Events at the Canadian Winner/Championship Events.

Karen Gratton moved that:

  • For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Karen Gratton moved that the Sharon Holliday Memorial Award for Sportsmanship be created as an annual CBTF award with the following criteria:

A CBTF member (parent, athlete, coach, judge, volunteer, etc) who exhibits the true meaning of Sportsmanship, as displayed by their interaction with other CBTF members at competitions, social events, ongoing training, and other interaction throughout the year. This person need not have made their mark at the national level, however, being a good sport at the local, provincial and national level, as well as showing good sportsmanship to CBTF members outside of their club and province, is a consideration.

The Selection Committee shall consist of the CBTF Executive and the award presented to a deserving recipient at the Canadian Winner/Championships each year. This first recipient of this award shall be Sharon Holliday and it shall be presented to her family at the 2010 Canadian Team Trials.

  • That CBTF shall offer Freestyle/Compulsories/Short Program/Pairs at the Canadian Winner/Championships

  • That level B athletes shall compete under CBTF age divisions
  • That Freestyle shall be combined with Compulsories/Short Program, following WBTF tabulation procedures
  • That level A and B Freestyle & Pairs shall follow the same procedure for Preliminary and Final rounds, and that this be the same procedure as for other CBTF individual events
  • That there are no Grand Nationals for the Level A Freestyle or Pairs Champions

Elan Paluck moved to accept the amended Proposal 9 from the 2010 FTM - Practice Gym Restrictions - as follows:

Jennifer proposed that only competing athletes (who still have to compete that day), certified coaches and authorized competition personnel shall be permitted in the practice gym.

RECOMMENDATION: Practice gym monitors shall be used wherever possible. Signs may also be posted and the Policy cleared stated in the program. Competition Directors are reminded that there is a CBTF Practice Gym Policy and the Risk Management Policy is in effect at all CBTF sanctioned competitions.

  • Effective Canadians 2014 - BN age 9 division will not be offered.

CLARIFICATION: These divisions will continue to be offered at the Canadian Open Competition.

2012 FBM MOTION #26 (2012 FTM Prop #11)
 

Elan Paluck moved that all Trans-Canada events (Trans-Canada duets, Trans-Canada twirl teams, Trans-Canada CBTF teams, Trans-Canada WBTF Teams and Trans-Canada WBTF pairs) shall be comprised of athletes from any CBTF member province or non-member province who hold current CBTF memberships. All Trans-Canada events shall qualify to compete at the Canadian Team Trials and Canadian Winner/Championship events by entering a provincial team trial qualifier or provincial winner/championship event with the following provisions:

  • The coach will determine the province in which the duet, team or pair shall perform.
  • In order to qualify for the Canadian competitions, all Trans-Canada events must be entered and performed at Provincials and shall be scored for score Sheet only. They will not compete against provincial duets, teams or pairs and will not receive a placement.
  • At Provincials, all Trans-Canada events shall take place directly before or after the provincial team and duet events.
  • At a provincial team trial qualifier, the same number of rounds will be run for Provincial and Trans-Canada events.
  • Trans-Canada events shall compete against their counterparts in provincial teams, pairs and duets and receive placements at the Canadian Team Trials and Canadian Winner/Championship.

CLARIFICATION: This shall supersede all past motions pertaining to Trans-Canada teams and pairs qualifying for the Canadian Team Trials.

 

2012 FBM MOTION 29 (2012 FTM Prop #14)
 

Elan Paluck moved that the following rules and procedures shall be in effect for the Canadian Level A and B Freestyle and Pair Winner/Championship Events.

Qualification Procedure

  • All level A and B freestyle and pair athletes must enter and compete at their provincials in these events and levels in the same year.

Age Divisions

  • At Canadians, Level B freestyle and pairs shall compete under CBTF age divisions (the same as other Canadian winner events with age determined as of December 31st.
  • At Canadians, Level A freestyle and pairs shall compete under WBTF age divisions (junior or senior) with age between January 1st and December 31st of the competition year.

Rounds

  • Each division shall follow the same format as other Canadian Winner/Championship events.

Compulsory Moves

  • Compulsories shall be performed by all Level B and Junior A athletes.
  • For World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior A athletes shall perform that same set at the Canadian Championships. Level B athletes shall perform the opposite set at the Canadian Winner event.
  • For International Cup years, CBTF officials shall draw the set number for Level A with the opposite set to be performed by Level B athletes.

Short Program
Short Program shall be performed by all Level A Senior athletes.

Music Tests

  • No music tests shall be run.

Grand Nationals

  • There shall be no Grand National Level A freestyle or pair championships.

Awards

  • All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Canadian Winner/Championship events. Other Stipulations - WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2005 motion and amend the 2010 motion

 

2012 FBM MOTION #30 (2012 FTM Prop #15)
 

Elan Paluck moved to permit collegiate athletes to judge within their module certification without having to discontinue competitive twirling. The following restrictions shall apply to the certified athlete:

  • not to judge senior and collegiate divisions
  • not to judge athletes they have competed against in the previous three (3) seasons
  • to judge only at local closed and open competitions during the time they are still competing
  • not to judge at a competition where they are entered as a competitor.

  Nadine Labelle-Dejario moved that Brenda Arsenault-Leblanc be appointed as Competition Director for the 2013 Canadian Winner/Championship competition.

That the cost sharing policy for Canadians and Trials (International Cup or World Championship) be revised as follows:

  • The first $1000 of profit belongs to the Local Organizing Committee (LOC)
  • Profits in the range of $1001 – 21,000, will be shared as follows:
    • CBTF – 75% of the profit
    • Host – 25% of the profit
  • Profit exceeding $21,000 the LOC and the CBTF will share equally share this amount in a 50/50 ratio.

CBTF shall assume any losses that may result.

Clarification: The Open competition held in conjunction with the Canadian Winner/Championship event is considered to be part of the overall operating budget of that event. The Open competition held in conjunction with the International Cup Qualifier or the Canadian Team Trials in not considered to be part of the overall operating budget for that event.

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following rules and procedures shall be in effect for all Provincial Level B and A Freestyle and Pair Winner/Championship Events or Level A Provincial Team Trials.

Qualification Procedure
- At Provincial Championship events, Level A Freestyle and Pairs shall compete under WBTF Age Divisions (junior or senior) with age between January 1st and December 31st of the competition year. Level B freestyle and pairs shall compete under CBTF age divisions.

Rounds
- Level B Freestyles and Pairs shall have 1 or 2 rounds (competition officials’ decision).
- In World Championship years, Level A Freestyles, Pairs and Teams shall have 2 rounds.
- In International Cup years, Level A freestyles and pairs shall have 1 or 2 rounds (competition officials’ decision).

Compulsory Moves
- Compulsory moves shall count for 25% of the athlete’s score and shall be performed by all Level B and Junior Level A athletes.
- In World Championship years, upon receiving notification of the chosen compulsory set from WBTF, the Junior Level A athletes shall perform that same set at their Provincial Team Trials. Level B athletes shall perform the opposite set.
- For International Cup years, upon receiving notification of the chosen compulsory set from the CBTF Technical Chair, the Junior Level A shall perform that same set at provincials. Level B shall perform the opposite set.

Short Program
- Short Program shall count for 25% of the athlete’s score and shall be performed by all Level A Senior athletes.

Music Tests/Costume Checks
- Unless time permits, it is not necessary that costume or music checks be run. Official music timing is done during the athlete or pair’s actual performance.

Awards
- All divisions shall be awarded to top five. Type of awards and awards procedures shall be the same as for other Provincial W/C events.

Berths
- Canadian Team Trials: Each province shall be allowed to send up to 5 entrants in each Level A freestyle/pair/team division with an additional berth earned for each Final Round placement at the previous Canadian Team Trial. There shall be no alternates sent with a Provincial Contingent.
- Canadian Winner/Championships: Level B athletes/teams or pairs that compete in their Provincial Winner event become eligible to enter and compete in that same Canadian Winner event. Level A athletes/teams or pairs that compete in their provincial Championship (in International Cup years) or Team Trial (in World Championship years) events, are eligible to enter and compete in that same Canadian event.

Other Stipulations
- WBTF costume rules, time limits, score sheets and masters, judging methods, tabulation procedures and other WBTF competition procedures shall apply.

CLARIFICATION: This shall rescind the 2009 motion/clarification

  Move that, for the year 2014, if the Maple Leaf Open Clinic generates a loss, the loss shall be CBTF's responsibility to cover. However, if the Open Clinic generates a profit then, after subsidizing the Canadian Contingent Clinic held in the afternoon of the same day, the remaining profits shall go into the National Contingent's budget to assist in covering certain shared costs (eg: costs associated with the team manager, the second judge and the like).
