  Betty Davis moved that we recognize that Level A Coaches cannot ever lose their "Level A Coaches" status however, in order to become a Level One Certified Coach, they must first complete NCCP Level One Theory. A letter from the CBTF Executive should go to all former Level A Coaches who were forced to take the Level One Course and now find it wasn't necessary. Refunds for any course fees should be made by CBTF if requested.

Elan Paluck proposed that the practical demonstration portion of the CBTF Level II Coaches Course be amended to include the demonstration of two of the following: Level C Solo, Level C Medley or Level C Solo Dance Twirl. The demonstration is intended to provide routine construction feedback to the coaching candidate. This is in addition to the Silver Pin demonstration.

CLARIFICATION: Candidate may have a student/athlete demonstrate.

Tina Larson proposed that Elan Paluck strike a CBTF Coaching Certification Program Advisory Commission to address revisions to the Coaches Certification Program. Preliminary report to be presented at the 1996 FTM.

CLARIFICATION: The Commission would be responsible to gather data, ideas, suggestions, materials and information from current Coaches Course Conductors and other interested persons to assist in upgrading the three Coaches Courses now in use.

Michelle Potter moved that the Process to approve CBTF Technical Manuals, Role Model Tapes and Technical Courses be as follows:

Re: New Manuals/Tapes/Courses
That a Commission consisting of knowledgeable members be appointed by the Technical Committee/Board of Directors to develop new Manual/Tapes/Courses.

  1. This Commission will submit copies of the new Manual/Tape/ Course to the Technical Committee for their review and approval prior to a Technical Meeting.
  2. If there are any Technical Committee concerns, they will be addressed at meetings and referred back to the head of the Commission until such time as the Technical Committee chooses to accept it "as presented" or "with revisions". A Technical Proposal to accept the Manual/Tape/Course will then be sent to the Board for ratification.
    CLARIFICATION: It is assumed that the Commission will present a Manual/Tape/Course that has been thoroughly researched and prepared. The Technical Committee is reviewing in order to indicate support for the work done by the Commission.
  3. The Commission and the Technical Committee shall be aware of appropriate and reasonable time frames for completion of the project, corresponding materials and information and Effective Dates. All supporting programs shall be in place prior to final Technical Committee approval and Board ratification.
  4. The entire draft of the new Manual/Tape/Course shall be reviewed no less than thirty (30) days prior to being presented to the Board for ratification, by the following persons for their final approval:
    - Each Commission member
    - CBTF Technical Committee
    - CBTF Executive members
  5. In the case of a New course or manual, sections pertaining to CBTF Policy, administration or financial aspects shall also be reviewed and approved by the following persons, no less than thirty (30) days prior to being presented to the Board for ratification:
    - CBTF Board members
  6. The Manual/Tape/Course shall be considered UNOFFICIAL until such time as it receives ratification by the Board.

Re: Updates to Manuals/Tapes/Courses

  1. These will not require Board ratification if the change(s) in the Manual/Tape/Course is a ratified Board motion. Updates can be completed without approval/ratification of the entire Manual/ Tape/Course again.
  2. All written Board motions must indicate which Manual/Tape Course the update/change is to be inserted into and the Effective Date.

 

2000 SBM MOTION #11 (AMENDED - 2000 FBM - Motion #15)
 

Karen Gratton moved that, in order for an athlete/group to compete, the coach must hold a minimum certification of New Level 1 and have taken NCCP 1.

CLARIFICATION: Upon completion of the New Level 2 course, Level 2 will be the requirement to have athletes/groups in competition. A "grace period" will be determined by the CBTF when the Level 2 course is ratified to ensure sufficient time for everyone to complete the Level 2 requirements.

 

2000 SBM MOTION #13 (AMENDED - 2000 FBM - Motion #16)
 

Karen Gratton moved that the following is now in effect regarding Coaches Levels:

  1. A Level 1 Coach who has not obtained NCCP Certification is a "Coach in Training".
  2. A former Level 1 Coach is now a Level 2 Coach who must have a minimum of NCCP 1 to be certified as such.
  3. A former Level 2 Coach is now a Level 3 Coach who must have a minimum of NCCP 2 to be certified as such.

CLARIFICATION: This will be reviewed when the new Level 2 course Is completed and ratified.

Betty Davis moved that if a Coaches Course, Judges Course or SDP Adjudicators Course is offered and it is not able to run due to financial reasons, the Provincial Chairperson should contact the CBTF Treasurer to seek financial assistance from CBTF before canceling the course. The CBTF Treasurer would review the request and a decision would be made in conjunction with the CBTF Executive.

DIRECTIVE: Monies should be set aside in the 2003-2004 budget for this purpose.

However, applicants who are younger than the minimum age (but who will be turning the minimum age within a year of the course) must provide a letter of recommendation to the National Representative with a copy to the Course Conductor and Course Coordinator from an L2 Certified Coach or a recognized Club Director before being permitted to take the course.

Karen Gratton moved that Proposal #3, 2005 STM be accepted as follows:

That, when a CBTF Coach has both CBTF Level 1 Coaches and NCCP Part A (or the former NCCP 1), he/she is certified to coach recreational athletes. Level 2 Coaches who have NCCP Part B (or the former NCCP 2) can coach all events and levels.

CLARIFICATION: When the CBTF Level 3 Coaches course is complete, this will be reviewed.

Karen Gratton moved that Proposal #13, 2005 STM be accepted as follows:

That course conductors be required to audit (ie: active participation and observation) a course prior to teaching it. If they are unable to attend the course they MUST complete the Home Study Program for that course. If a video of the actual course is available and the CC cannot attend the course, he/she must also view the video.

(Further to the above - the Board of Directors determined that when there is a major revision to an existing course, the certified Course Conductors for the old version of the course must also audit the revised course prior to being recognized as a CC for that course.)

 

2005 FBM MOTION #23
 

Karen Gratton moved that Proposal #14, 2005 STM be accepted as follows with the noted amendments:

That, if extenuating circumstances arise that prevent a Course Conductor applicant from auditing 100% of a course, the Course Conductor who ran the course, in consultation with the National Rep and the National Technical Chair, shall determine if the applicant has completed the certification requirements.

  Karen Gratton moved that Tina Cameron and Myra Kirk be given approval to develop and prepare the Level 3/Module 2-3-4 combined course at a cost of $1,000.00 ($500-Coaches Sports Development fund and $500-Judges Sports Development fund). This course is to maintain the same format (re: manuals, videos, exams) as the L2/M1 course.

The Manuals Coordinator will then invoice the province for payment.

Karen Gratton moved that participants who have not taken the NCCP Part A course (and are therefore not fully certified as Level 1 Coaches) be permitted to take the L2/M1 course on September 5-7, 2008 in Edmonton, AB. These participants must take their NCCP Part A course by February 1, 2009 and provide proof of attendance* to their provincial coaches and judges reps in order to receive full Level One Certification.

CLARIFICATION: It is suggested that, due to the possible delay to receive an official NCCP Certificate, card or letter of participation, all participants must ask their NCCP Part A Course Conductor to sign a letter verifying their attendance at the conclusion of the course and that this letter be forwarded immediately to their Prov Coaches and Judges Reps within two weeks of taking the course.

CLARIFICATION: All participants in the L2/M1 course must understand that they must also take their NCCP Part B course before being fully certified as L2 Coaches and M1 Judges.

2010 SBM MOTION #15
 

Karen Gratton moved that all coaching and judging course manuals be only available through the Manuals Coordinator. The manuals can either be emailed or by having a CD or hard copy mailed. The cost of an emailed or a CD copy will be half the price of a hard copy manual.

CLARIFICATION: as some of these manuals are very large, the purchaser's computer must be able to handle the size before it will be sent via email.

CLARIFICATION: any DVD's required for the particular course (eg: CBTF role model DVD is required for the M2/M3 courses) must be purchased through the CBTF Media Coordinator.

CLARIFICATION: payments for all hard copies, CD's and DVD's must be made prior to these being sent. Cash, cheques or Paypal (through the CBTF Store) are acceptable forms of payment.

CLARIFICATION: HANDLING fees will be determined by the Manuals Coordinator and adjusted accordingly from time based on current Canada Post rates.

Karen Gratton moved that Course Conductors shall receive free CD copies of the course manuals and course conductor handbooks as well as copies of any DVDs they require for the courses they teach.

Karen Gratton moved that the cost of the hard copy of the L2/M1 course manual be increased to $50 plus shipping. The pre-events booklet and pre-events DVD will be included in this price. The electronic version would be $25 including shipping.

CLARIFICATION: the Manuals Coordinator shall be provided with a small number of the pre-event DVDs by the Media Coordinator so that they are included when a purchaser orders the L2/M1 manual.

  Karen Gratton moved I Move to accept the CBTF Course Manuals License Agreement which permits a Course Coordinator or Province to be provided with the course cd in order to make copies of a specific course manual for the purpose of conducting a CBTF coaches or judges course. The purchaser may determine the fee for the course & manual. After the course, the coordinator/province must contact the CBTF treasurer to report how many manuals and participants there were and CBTF shall then invoice the province.

Elan Paluck moved to accept Proposal 14 from the 2010 FTM as follows:

That the all pre-requisites required for the CBTF judges and coaches (eg: NCCP certification, practice judging hours, etc) be sent directly to the National Judges/Coaches Rep so that the databases can be updated and, once all pre-requisites are satisfied, certification be verified with a letter from the National Rep with a copy to the Provincial Rep. The National Rep will advise the CBTF Data Coordinator to issue a Certificate to the new coach/judge for the level/module completed.

  Joanne Moser moved that, due to the implementation of the 2012 FBM Motion #28 (2012 FTM Proposal #10), the CBTF Coaches Representative and CBTF Technical Chair shall determine the transition strategy for existing L1 CITs, or L1 graduates that had not completed all the L1 course requirements. Participants are to be certified on a case-by-case basis.

  Kim Genton moved that the existing Course Conductors take part in the Level One Update being offered before they accept a request to conduct the new (revised) Level One Coaches Course.

  Janice Larkin moved that Course and Technical Manual Fees be left as is for the 2012-2013 season.

  Joanne Moser moved that the CBTF implement a pilot project for manual translation beginning with the L1 Manual, and allocate $500 from the Equity Project to be used for this.

 

2013 Fall Conference MOTION #25 (Technical Proposal 5)
  Gail Ashcroft proposed that CBTF provide funding to re-assess the current coaches and judges programs in order to align with the CBTF Progressional Model through activities such as holding webinars & workshops, auditing courses and conducting technical strategic planning sessions (estimate budget of $8000).
