  That contest directors must hire their Canadian judges from the Judges' Directory.

  That all Canadian National and International events be under the auspices of the Twirl Canada Federation Executive. If Twirl Canada rules and regulations are not complied with, the contest director will be required to appear before the discipline committee.

  Lynda Feingold moved that until the Set System comes into effect Jan 1, 1987, that solo, 2-baton, duets and all other minor twirling events time limit be 1:50 - 2:10 minutes for all divisions, due to the fact that it is impossible to time routines exactly on 2 minutes.

  Karen Gratton moved that Competition Directors must send a list of judges who are hired for a competition and the name of the designated Head Judge to the National Judges Rep a minimum of three weeks prior to the competition. The Judges Rep must be notified of any changes. Failure to do this will result in a $50.00 fine payable to CBTF. The CBTF Judges Rep shall receive notification of all competitions and dates from the CBTF Sanction Officer. The Judges Rep will advise the CBTF Treasurer if a list (of judges) was not received and an invoice will be sent to the competition director.

Nancy Beachin moved that age divisions for all classifications will be run on the Calendar Year. Athletes will compete at their age as of midnight, December 31st for the next Calendar Year - with the exception of WBTF events.

Tina Larson proposed that, when there are more than sixteen (16) athletes in a single age competitive event, the competition director be allowed to split them into two or more groups. Each division would be split equally by birthdates with, in the case of an odd number of entrants, the largest number of athletes being put into the last grouping.

EXAMPLE: Level C Solo 12 with 21 athletes could be split into Level C Solo 12-A (10 athletes) and Level C Solo 12-B (11 athletes).

  Karen Gratton proposed that Compulsory Events at CBTF-sanctioned Open Competitions are to be run using the WBTF Age Divisions (ie: Junior 0-15, Senior 16 & over - age between Jan l and Dec 31 of the World Championship year) - not the CBTF Age Divisions (ie: 4-8, 9-11 etc.).

 

1997 FBM MOTION #16

  Leisha Strachan moved to that athletes must receive a minimum score in order to progress to the next status level. An athlete in a Level C Event must receive a minimum score of 2.5 in that event to proceed to Level B-N. An athlete in a Level B-N Event must receive a minimum score of 3.5 in that event to progress to Level B-I. An athlete in a Level B-I Event must receive a minimum score of 5.5 in that event to progress to Level A. Once this score is achieved, the athlete must move to the next status level. The minimum score of 2.5 for progression from "C" to "B-N" will be implemented on January 1, 1998. the minimum score of 3.5 for progression from "B-N" to "B-I" and the minimum score of 5.5 for progression from "B-I" to "A" will be implemented on January 1, 2000. The need for the Protection Rule and number of first placement wins will be eliminated.

Tina Larson proposed that, if a variable speed tape machine is used for Open WBTF Competitions, WBTF Open Critiques or CBTF Group Competitions, one coach of the athlete(s) is allowed to sit with the music operator and suggest a change to adjust the speed. There will only be one adjustment allowed during the performance, preferably at the beginning of the performance. This adjustment is only done by the operator.

INTENT: This does not refer to Team Trials (or competitions with music tests)

That for Type B Competitions, the Competition Director will appoint an Official Timer for Overall time for all CBTF Group Events. The Competition Director will use appropriate discretion when appointing a Timer, keeping in mind the Timer must be responsible, non-partisan, ethical and reliable (possible suggestions; judges-in-training, judges of non-group modules, prov. or natl. BOD members, etc.).

  • Remuneration in the form of an honorarium may be given at the discretion of the Competition Director.
  • The Timer will be seated in a location where he/she will be undisturbed to avoid distraction.
  • For Type A Competitions (Championships), the Timer must be a certified Module 4 Judge to time Teams and/or a Certified Module 3 Judge to time Corps.

CLARIFICATION: A judge who is judging the competing group may also be used to work the stopwatch for overall time.

Susan Hall proposed that, for Individual and Duet events at the Canadian Championships, a pre-detemined number of sets may warm up on the competition floor as determined by the Competition Director and CBTF Technical Chair as per Risk Management guidelines and two (2) run- throughs of the music are played to determine the correct speed of the music for the next event.

CLARIFICATION: Competition directors at open and provincial competitions may employ whatever method best suits their situation (based on number of athletes, practice area available and time restrictions) with regard for Risk Management.

Karen Gratton moved that the WBTF Short Program be recognized as a Minor Event at CBTF Sanctioned Type "B" and "C" Competitions. The procedure will be as follows:

  • a. One judge positioned on the floor per lane
  • b. Critique format (no placings, written comments)
  • c. Use WBTF standard Short Program music
  • d. Maximum of 2 competitors competing in the same set
  • e. Athletes will wear compulsory suits
  • f. Event will be open to all competitive athletes (ie: type A membership)

Karen Gratton moved that all CD's and cassette tapes for Freestyle, Pair, WBTF Team and CBTF Group Events must contain only the music selection for that particular athlete/pair/group. CD's or tapes with more than one music selection will not be accepted. All CD's and tapes must be clearly labeled with the athlete/pair/group name and division.

RECOMMENDATION: The time length of the music selection should also be included.

Karen Gratton moved that a Canadian level B Freestyle and Pair Winner competition be run during Canadians. This will be offered for Junior and Senior divisions in both events. In order to qualify, athletes/pairs must have competed at their Provincials in those events in the B category. Compulsory moves will not be done - only Freestyle and Pair routines.

CLARIFICATION: Further details to be determined by the CBTF Executive.

 

2005 FBM MOTION #19
 

Karen Gratton moved that Proposal #10, 2005 STM be accepted as follows:

That WBTF International Cup Music be used for CBTF Solo, 2-Baton, 3-Baton and Duet events.

CLARIFICATION: Solo & Duet would use Selection #1 and 2-Baton and 3-Baton would use Selection #2 on the International Cup music CD.

CLARIFICATION: The CBTF Technical Chair shall have the authority to permit an Open Type B competition to be sanctioned if all the judges have been hired and contracted for the provincials on that particular date. (Exception: those Type B competitions that are held in conjunction with provincials).

That the minimum age to participate in all competitive Individual, Duet and Group evens shall be 7 years of age as at December 31st.

CLARIFICATION: Ages 4-6 may participate in the Pre-Competitive Events Program.

Karen Gratton moved to accept Proposal #14, 2008 FTM that reads:

That the rounds for Level B Freestyle & Pairs Competition held at Canadians be changed to the following:

  • 15 or less athletes/pairs - 1 round only - random order
  • 15 or more athletes/pairs - 50% (to a maximum of 15) shall advance to the final round - random order within the seed

DIRECTIVE: The Level B Competition Procedures document shall be changed to reflect this change.

Elan Paluck moved to accept the amended Proposal 9 from the 2010 FTM - Practice Gym Restrictions - as follows:

Jennifer proposed that only competing athletes (who still have to compete that day) (as per Motion 15 & 16, 2010 FBM), certified coaches and authorized competition personnel shall be permitted in the practice gym.

RECOMMENDATION: Practice gym monitors shall be used wherever possible. Signs may also be posted and the Policy cleared stated in the program. Competition Directors are reminded that there is a CBTF Practice Gym Policy and the Risk Management Policy is in effect at all CBTF sanctioned competitions.

Elan Paluck moved that CBTF rescind Motion #20, 1992 FTM which reads:

That an athlete may only compete in either Pre-Medley or Medley, not both, at the same competition.

 

2012 SBM MOTION #18
  Elan Paluck moved that primary divisions will convert to the Grading System in September 2012; with the juvenile grading begin in September 2013. The provinces involved in the pilot program may continue to use the grading system for all C and BN primary and juvenile divisions.

 

2012 FBM MOTION #23 (2012 FTM Prop #9A)
  Elan Paluck moved that, for all graded events, scores/grades will not be flashed or posted for public viewing.

 

2012 FBM MOTION #24 (2012 FTM Prop #9B)
  Elan Paluck moved that, for all flashed scores, the posted score will be prior to the application of deductions for penalties.

 

2012 FBM MOTION #25 (2012 FTM Prop #9C)
  Elan Paluck moved that, for all Provincial and National Winner/ Championship events, scores will be flashed for all preliminary and final rounds. Group scores will not be flashed.

 

2012 FBM MOTION #26 (2012 FTM Prop #11)
 

Elan Paluck moved that all Trans-Canada events: Trans-Canada duets, Trans-Canada twirl teams, Trans-Canada CBTF teams, Trans-Canada WBTF Teams and Trans-Canada WBTF pairs, shall be comprised of athletes from any CBTF member province or non- member province who hold current CBTF memberships. All Trans- Canada events shall qualify to compete at the Canadian Team Trials and Canadian Winner/Championship events by entering a provincial team trial qualifier or provincial winner/championship event with the following provisions:

  • The coach will determine the province in which the duet, team or pair shall perform.
  • In order to qualify for the Canadian competitions, all Trans- Canada events must be entered and performed at Provincials and shall be scored for score sheet only. They will not compete against provincial duets, teams or pairs and will not receive a placement.
  • At Provincials, all Trans-Canada events shall take place directly before or after the provincial team and duet events.
  • At a provincial team trial qualifier, the same number of rounds will be run for Provincial and Trans-Canada events.
  • Trans-Canada events shall compete against their counterparts in provincial teams, pairs and duets and receive placements at the Canadian Team Trials and Canadian Winner/Championship.

CLARIFICATION: This shall supersede all past motions pertaining to Trans-Canada teams and pairs qualifying for the Canadian Team Trials.

 

2012 FBM MOTION #30 (2012 FTM Prop #15)
 

Elan Paluck moved to permit collegiate athletes to judge within their module certification without having to discontinue competitive twirling. The following restrictions shall apply to the certified athlete:

  • not to judge senior and collegiate divisions
  • not to judge athletes they have competed against in the previous three (3) seasons
  • to judge only at local closed and open competitions during the time they are still competing
  • not to judge at a competition where they are entered as a competitor.

Move that the flooring surfaces used for all CBTF-sanctioned competitions and events (eg: clinics, workshops) must be deemed suitable for baton twirling and safe for athletes by the Event Directors (and, if necessary, in consultation with the CBTF Technical Chairperson). Wooden flooring shall be considered the most favorable choice and all attempts to secure a facility with a wooden floor shall be made; however flooring that is also used for other sporting or dance activities (eg: "TempoTile") shall be deemed acceptable.

OTHER POINTS

  • All attempts shall be made to secure a facility where the practice area flooring is of the same material as that of the main competition floor.
  • No tarp (ie: heavy plastic) shall be permitted to be placed on top of the permanent flooring surface during baton twirling events.
  • Soccer Pitch flooring (sticky, sponge-like material) shall not be permitted for any baton twirling events.
  • Concrete flooring is not recommended and shall be avoided, if at all possible.
  • Flooring shall be properly cleaned and maintained by facility officials to avoid stickiness, being too smooth (causing athletes to slip) or in any way create a risk factor that would affect the safety of the competition participants.
  • Should it be necessary to rent a temporary wooden floor, competition & facility officials, along with the floor installers, shall check the surface for uneven seams, gaps, warped or splintered areas and shall ensure that the flooring has been properly fitted and aligned prior to the beginning of the event. Edges and corners shall be clearly defined or marked. A temporary floor should be the size of a regulation basketball court (approx 84 feet long x 50 feet wide) or larger.

DIRECTIVES

  • The type of flooring material shall be stated in the competition brochure should the flooring be anything other than wood.
  • If the flooring is not wood, open practice time should be made available to the athletes prior to the competition in order to try out the floor, if at all possible.
  • This motion to be inserted into the CBTF Policy Manual, CBTF Competition Manual and CBTF Risk Management Policy.

That, due to the potential risk & danger factor, the following shall be permitted for use by athletes only in confined and designated spaces in practice/warmup areas at CBTF sanctioned competitions:

  • powders used as drying agents (eg: rosin, talcum powder)
  • liquids (eg: liquid rosin, excess water)
  • substances that can be used to make areas of the body tacky or sticky in order to assist the baton to roll more easily.

CLARIFICATIONS

  1. No powder may be used at or near the main competition floor entrance, in the seating/bleacher areas, dressing rooms or any place where it may be tracked onto the practice or main gym floors.
  2. Competition directors shall provide a receptacle in the practice gym (and away from main gym entrances) in order to catch any of the loose powder that inevitably results from the application of any powders.
  3. Coaches and athletes shall be responsible for any cleanup resulting from use of powders or liquids.

2013 Fall Conference MOTION #14 (2013 Pre-FTM Proposal 3)
 

Karen Gratton proposed that the following Minimum Ages shall be in effect for CBTF competitions:

CBTF PRE-COMPETITIVE EVENTS – (Motion #19, 2008 SBM) Children aged 4 and up may participate in the Pre-Competitive events.

CBTF OPEN COMPETITIONS – (Motion #19, 2008 SBM) The minimum age to enter all competitive individual/duet/group events shall be 7 years of age (as per CBTF Age Definition).

PROVINCIAL WINNER/CHAMPIONSHIP EVENTS - The minimum age to enter all competitive individual/duet/group provincial W/C events shall be 7 years of age (as per CBTF Age Definition). Primary aged groups may enter Provincial W/C group events however, should the group wish to enter Canadian W/C, it must compete in the Juvenile category.

CANADIAN WINNER/CHAMPIONSHIP EVENTS – (Motion #26, 2011 FBM re: elimination of Level BN primary & juvenile age divisions at Canadians) shall apply for all individual/duet W/C events. For W/C group events, athletes aged 7 or 8 years old (as per CBTF Age Definition) may be members of a Juvenile/Junior/Senior team. Note that a Primary group may compete in Canadian W/C group events however it must enter the Juvenile category as Primary is not offered at the national level.

CLARIFICATION: Once the Juvenile age division is fully eliminated from Canadian W/C in 2016, a possible revision to the minimum age for groups shall be reviewed.

INTERNATIONAL CUP QUALIFIER –(Motion #29, 2005 FBM) Athletes in all ICQ events must be twelve years old in the year of the International Cup Competition they are qualifying for (as per WBTF Age Definition).

PROVINCIAL AND CANADIAN TEAM TRIALS - the minimum age an athlete may enter is 7 years old (as per WBTF Age Definition) however if an athlete below the age of 12 qualifies for Worlds, she/he shall forfeit her/his position on the Canadian Contingent and shall be replaced by the next qualifying athlete who is 12 years of age or older.

 

2013 Fall Conference MOTION #19 (Pre-FTM Proposal 8)
 

Karen Gratton proposed that the number of judges for the rounds at International Cup Qualifier (based on six National judges as selected through the Judges’ Selection Process and 3 local M2 or higher judges trained as penalty judges) be as follows:

Individual/Artistic Pair Events

Preliminary Round 3 lanes of 2 judges each plus 1 penalty/content restriction judge
Semi-Final Round (if required) 2 lanes of 3 judges each plus 1 penalty/content restriction judge
Final Round: 2 lanes of 3 judges each plus 1 penalty/content restriction judge

Team/Group Events

Prelimary Round 2 lanes of 2 judges each plus 1 penalty judge and 1 content restriction judge on each lane
Final Round 2 lanes of 3 judges each plus 1 penalty judge and 1 content restriction judge on each lane 

CLARIFICATION: It is acceptable for one or both Preliminary Round judges of an event/division to be a member(s) of the Final Round (and Semi-Final Round) judges’ panel of the same event/division.

 

2013 Fall Conference MOTION #20 (Pre-FTM Proposal 9)
  Karen Gratton proposed that Penalty and Content Restriction judges required for the International Cup Qualifier must hold a CBTF M2 or higher certification and shall be selected by the CBTF Technical Chairperson in consultation with Local Host Organizing Committee Chairperson. Those chosen may also be hired to judge any open competition held in conjunction with the ICQ.

  I move that the CBTF adopt the Awards Policy as noted on the attached appendix. (refer to CBTF Competition Awards Policy)

 

2014 AGM MOTION #1
 

Jeff moved to accept the Province of Nova Scotia as a Full Member Province of the Canadian Baton Twirling Federation as of September 7, 2014 with the following provisions and rights:

  1. That Nova Scotia’s Non-Profit Society Status Certificate has been received and a copy to be forwarded to the CBTF President.
  2. The Nova Scotia Chairperson and Technical Chairperson may attend all CBTF meetings with full speaking and voting privileges.
  3. Nova Scotia’s registered athletes may participate in all CBTF sanctioned competitions and events.
  4. Nova Scotia’s registered athletes may represent their province at CBTF national competitions.
  5. Nova Scotia shall have its own provincial membership form and fees commencing in the 2015-16 season and members shall continue to have insurance coverage through CBTF Direct Membership.
