The Canadian Baton Twirling Federation (CBTF) encourages Competition Directors, Competition Committee members and hosting organizations to strive for the best possible competitions - well organized, well managed, of benefit to athletes of all levels and a credit to our entire organization. Current CBTF Rules and Regulations are to be in effect and strictly enforced at all CBTF-sanctioned competitions.

Upon signing and submitting an Official CBTF Sanction Request Form, a Competition Director, the Competition Committee and the hosting organization are bound to abide by the Laws, Rules and Regulations of the Canadian Baton Twirling Federation. Request for consideration of any flexibility within these Laws, Rules and Regulations must be submitted well in advance of the competition date. Written permission of the CBTF President and CBTF Technical Chairperson outlining any changes or special considerations must be obtained prior to the competition and must be available for viewing at the competition in question.

Michelle Potter moved that the Process to approve CBTF Technical Manuals, Role Model Video Tapes and Technical Courses be as follows:

Re: New Manuals/Tapes/Courses
That a commission consisting of knowledgeable members be appointed by the Technical Committee/Board of Directors to develop new Manuals/Tapes/Courses.

  1. This Commission will submit copies of the new Manual/ Course/Tape to the Technical Committee for its review and approval prior to a Technical Meeting.
  2. If there are any Technical Committee concerns, they will be addressed at meetings and referred back to the head of the Commission until such time as the Technical Committee chooses to accept it "as presented" or "with revisions". A Technical Proposal to accept the Manual/Course/Tape will then be sent to the Board for ratification.

    CLARIFICATION: It is assumed that the Commission will present a Manual/Course/Tape that has been thoroughly researched and prepared. The Technical Committee is reviewing in order to indicate support for the work done by the Commission.
  3. The Commission and Technical Committee shall be aware of appropriate and reasonable time frames for completion of the project, corresponding materials and information and Effective Dates. All supporting programs shall be in place prior to final Technical Committee approval and Board ratification.
  4. The entire draft of the new Manual/Course/Tape shall be Reviewed, no less than thirty (30) days prior to being presented to the board for ratification, by the following persons for their final approval:
    - Each Commission member
    - CBTF Technical Committee
    - CBTF Executive members
  5. In the case of a New course or manual, sections pertaining to CBTF Policy, administration and financial aspects shall also be reviewed and approved by the following persons, no less than thirty (30) days prior to being presented to the Board for ratification:
    - CBTF Board members
  6. The Manual/Course/Tape shall be considered UNOFFICIAL until such time as it receives ratification from the Board.

Re: Updates to Manuals/Tapes/Courses

  1. These will not require Board ratification if the change(s) in the Manual/Course/Tape is a ratified Board motion. Updates can be completed without approval/ratification of the entire Manual/Course/ Tape again.
  2. All written Board motions must indicate which Manual/Course/Tape the update/change is to be inserted into and the Effective Date.

 

1998 FTM PROPOSAL #6 (RATIFIED - 98 FBM - Motion #16)
 

Dana Peteleski proposed that one manual is developed to include all course levels of coaching, one manual to be developed to include all course modules of judging, and the Technical & Group Manuals to be combined into one manual.

CLARIFICATION: Concern was voiced re: the cost of these longer manuals for new coaches and judges. It was pointed out that the current manuals have repetitive information and this process of combining all courses into one manual should be more efficient and more cost effective.

 

1998 FTM PROPOSAL #15 (AMENDED & RATIFIED - 98 FBM - Motion #16)
  Dana Peteleski proposed that a committee be struck to review the "Group Manual, Revision #3". Then, the manual would be set up and retyped in the CBTF Manual Format. Copies of the final draft would be given to all Board of Directors members. The committee is to be comprised of Betty Davis, Brenda Hall and Sylvia Kernohan.

Karen Gratton moved to accept the June 1999 revision to the CBTF Group Manual with the exception of the Group Event Focuses.

DIRECTIVE: The Technical Committee will further discuss the Event Focuses at the 99 FTM and the focuses will be included in all future manuals that are sold. (Meanwhile a record will be kept by the Manuals Co-Ordinator of those people who buy it without the focuses and will mail them the Focuses at a later date).

DIRECTIVE: Descriptions will be put into an easy-to-read chart form and Descriptions will be grouped into like sections within the chart.

Wendy Cruickshank proposed that we develop a Coaches' Creed that will be read at all CBTF Competitions and be included in all CBTF Coaches' Manuals.

INTENT: The Provincial Coaches' Rep (or designate) shall read it at local and Provincial competitions; the National Coaches' Rep (or designate) shall read it at National competitions.

DIRECTIVE: The Creed shall be translated into French.

2001 SBM MOTION #22
 

Karen Gratton moved to accept the amendments to Section 5.5.1, Items 3, 4 & 5 of the CBTF Group Manual "Determining the Level of a Group for the Current Competition Year" which read as follows:

#3 For an athlete to be a Level C athlete in a group event, he/she must never have won four unprotected firsts in that group event.

#4 For an athlete to be a Level B athlete in a group event, he/she must never have won four unprotected firsts in that group event at Level B.

#5 A group athlete may compete with a higher level group and yet still retain his/her present individual CBTF Group Event Status Level until he/she wins four unprotected first place awards in that particular group event.

Karen Gratton moved that the following revisions to CBTF Group Procedures and Rules be accepted:

Re: Theme Production

  1. That prop receptacles need not be specific sizes; rather they must be portable, easy to move, lightweight and must be either on rollers, wheels or castors or have a protective fabric (eg: carpet) on the bottom so that they do not damage the facility's flooring.
  2. The penalty for incorrect or unsafe receptacles or receptacles that damage the flooring be reduced from 20.0 points to 5.0 points and the addition of the statement "group may be responsible to repair any damages incurred to flooring or facility" be added to the Theme Production Penalty sheet and Penalty Clarifications.
  3. The penalty for "auxiliary members entering the floor for clean up before the last member is off the competition floor" be reduced from 20.0 points to 5.0 points.

Re: Other Groups

  1. Revise the statement that only Primary level groups can be assisted onto the competition floor to read: "that only Pre-Groups and Primary Pom Pom teams may be assisted onto the competition floor".

Karen Gratton moved to accept the following with regards to the SDP manuals:

  1. Increase the cost of the CBTF SDP Manual from $15 to $20. This manual will be available through the CBTF Manuals Coordinator as hard copy only.
  2. The SDP Course Conductor's Handbook is sent out to new Course Conductors by the CBTF Manuals Coordinator at no charge.
  3. The SDP Adjudicators Handbook fee shall remain at $5.00. Adjudicators must also order the SDP DVD through the Media Coordinator for $25.00.

2010 SBM MOTION #15
 

Karen Gratton moved that all coaching and judging course manuals be only available through the Manuals Coordinator. The manuals can either be emailed or by having a CD or hard copy mailed. The cost of an emailed or a CD copy will be half the price of a hard copy manual.

CLARIFICATION: as some of these manuals are very large, the purchaser's computer must be able to handle the size before it will be sent via email.

CLARIFICATION: any DVD's required for the particular course (eg: CBTF role model DVD is required for the M2/M3 courses) must be purchased through the CBTF Media Coordinator.

CLARIFICATION: payments for all hard copies, CD's and DVD's must be made prior to these being sent. Cash, cheques or Paypal (through the CBTF Store) are acceptable forms of payment.

CLARIFICATION: Handling fees will be determined by the Manuals Coordinator and adjusted accordingly from time based on current Canada Post rates.

Karen Gratton moved that the cost of the hard copy of the L2/M1 course manual be increased to $50 plus shipping. The pre-events booklet and pre-events DVD will be included in this price. The electronic version would be $25 including shipping.

CLARIFICATION: the Manuals Coordinator shall be provided with a small number of the pre-event DVDs by the Media Coordinator so that they are included when a purchaser orders the L2/M1 manual.

Elan Paluck moved move that the prerequisites to becoming a Skills Development Program, SDP Adjudicator, shall be as follows:

  • to adjudicate S1, applicant must be a Level 1 coach
  • to adjudicate S2, applicant must be a Level 2 coach
  • to adjudicate S3 and S4, applicant must be a Module 2 (or higher) judge, or have earned/taught the S3 or S4 SDP material or through application to the National SDP rep which shall include a resume
  • all applications will be considered and approved by the Technical Committee
  • must be a CBTF member in good standing
  • must be a minimum of 18 years of age
  • must purchase an SDP manual, the SDP DVD and the SDP Adjudicators' Handbook.
